Financial Resource Analyst

TENICA is seeking a skilled Financial Resource Analyst with a TS/SCI, CI poly clearance.

As a Financial Resource Analyst, you will play a pivotal role in our organization by utilizing your financial acumen to oversee budget execution and perform comprehensive financial assessments. This position requires regular collaboration with Directorate leadership, technical subject matter experts (SMEs), and the financial and budget teams to effectively manage and monitor the program's execution status while gathering critical information for Budget Change Requests (BCRs). Your involvement will extend to document and quality control, enhancing the understanding of the program's resource needs, presenting the financial status of the program, and offering strategic recommendations to leadership and stakeholders. You will also have the chance to contribute to the creation of innovative business engineering processes aimed at improving the integration of portfolios and programs within the directorate.

Key Responsibilities:
  • Collaborating with stakeholders on financial assignments
  • Preparing and presenting executive-level briefings to senior leadership regarding the program's financial status during program management reviews (PMRs)
  • Providing insights to leadership on enhancements to business processes
  • Formulating spend plans and managing fund allocation and execution based on spending priorities
  • Partnering with project managers to clarify requirements and substantiate financial needs
  • Evaluating the program's execution and monitoring expenditures against the allocated budget
  • Delivering regular updates to leadership on financial status and proposing solutions and strategies
  • Collecting information for and monitoring BCR packages and Economy Act Transfers
Qualifications (Required):
  • Active TS/SCI with Poly
  • 3-5 years of experience within an Intelligence Community (IC) Agency, preferably ODNI
  • 5+ years of experience in budget execution
  • Proactive approach with strong attention to detail
  • Ability to think strategically and build consensus among diverse groups
  • Proficient in Microsoft Office applications, particularly Excel and PowerPoint
  • Experience with BASIS or COGNOS-based systems
Education:
  • High School Diploma/GED + 12 Years
  • Associate's Degree + 10 Years
  • Bachelor's Degree + 8 Years
  • Master's Degree + 6 Years
  • PhD + 4 Years
