Reports to: Senior Vice President of Programs
Status:  Exempt, Non-Union
Salary:  $100,000/year

We focus on the hardest-to-reach, most vulnerable people: Women+, Medical Crisis, Substance Use Disorder, and Older Adults. Our programs meet the needs of people, rather than demanding that people meet the needs of our programs.

JOB SUMMARY:

The Director of Subsidy Services will provide oversight and support of CFSF’s two scattered site housing subsidy programs: the Flexible Housing Subsidy Pool for the Ending Transgender Homelessness Initiative and the Women’s Flexible Housing Subsidy Pool. This involves supervision of two Deputy Directors to ensure contract deliverables are being met, budgets are being adhered to and spent appropriately, troubleshooting with staffing concerns, meeting with stakeholders, and working to advance the mission of CFSF. This position is an integral part of the leadership team and is responsible for the development and sustainability  of our scattered site housing programs in San Francisco. 

ESSENTIAL JOB FUNCTIONS:

  • Lead Community Forward subsidy programs  under the direction of the SVP of Programs.
  • Lead program planning, development, and maintenance of Subsidy program policies, procedures, and objectives. 
  • Provide individual supervision for Deputy Directors of Subsidy Services on a weekly basis.
  • Oversee all operations, including staff schedules and daily program activities.
  • Provide regular and appropriate feedback including training, opportunities for professional growth, verbal and written improvement plans when needed, and regular evaluations to subsidy team members.
  • Ensure contract deliverables are met.
  • Ensure that programs are successfully integrating supportive services and housing components to stabilize and improve housing, income, and health outcomes of participants. 
  • Ensure that program documentation based on county/contractual compliance requirements is reviewed and verified.
  • Ensure the data quality and timeliness of relevant databases such as ONE, EPIC, and others.
  • Manage the program budget and ensure timeliness of housing subsidy payments are being made. 
  • Prepare supporting documentation for monthly invoices for contract expenses. 
  • Communicate effectively with Finance and Data teams to ensure the correct reporting of program financial data and outcomes. 
  • Supervise and maintain the organization's relationships with landlords to ensure an adequate supply of available units. 
  • Respond effectively to grievances and client concerns 
  • Work collaboratively with program management and leadership to ensure that a culture of outcome driven performance is maintained by valuing data quality evaluation of programs. 
  • Collaborate on the development and execution of Continuous Quality Improvement plans of existing programs and development of new programs.
  • Complete monthly, quarterly, and annual HSH and other required funding reports in a timely manner.
  • Complete monthly program reports for the Board of Directors.
  • Assist in the creation of the annual report for the public which describes all service outcomes for internal and external stakeholders.
  • Participate in regular leadership meetings to discuss issues relating to finances, human resources, and program operations.
  • Interact effectively with city departments, provider partners, funders, volunteers, and potential donors.
  • Act as community liaison, interfacing with neighborhood groups and stakeholders.
  • Serve as on-call backup for staff outages.
  • Adhere to established policies and procedures.
  • Training and meeting attendance.
  • Other duties as assigned.

BACKGROUND & EXPERIENCE: 

  • Bachelor’s degree or higher in a human services field or equivalent in education and work experience
  • Minimum of two years of experience managing a housing subsidy or related program
  • Five years of experience providing managerial oversight and individual coaching in a non-profit setting 
  • Extensive understanding of homelessness, trauma, DV/IPV, HIV/AIDS, substance use disorder and recovery, mental health disorders, neurodiversity, and systems of oppression.
  • Knowledge of and familiarity with the ONE System
  • Ability to educate, teach, train, and evaluate supervisory and front-line staff
  • Ability to engage with others in a positive, energetic, helpful, and trauma-informed manner
  • Ability to manage multiple projects at once
  • Experience working with people from various cultures and backgrounds
  • Proficiency with Office and G-Suite. Ability to work in a networked computer environment.
  • CPR and First Aid certification within 90 days of hire
  • TB clearance and proof of COVID-19 vaccination within 7 days of hire

PREFERRED QUALIFICATIONS:

  • Master’s Degree or higher in Social Work, Psychology, Counseling, or relevant field
  • Multicultural, multilingual (Spanish or other SF threshold language preferred)
  • Passion for working with at-risk client populations
  • Strong self-awareness, cultural humility, and commitment to personal praxis
  • Lived experience in homelessness and/or other systems of oppression
  • Excellent organizational and administrative skills
  • Excellent written and oral communication skills
  • Knowledge of San Francisco community resources and neighborhoods
