Position Summary: The Senior Director of Housing Assistance Services will oversee and support two scattered site housing subsidy initiatives: the Flexible Housing Subsidy Pool for the Ending Transgender Homelessness Initiative and the Women's Flexible Housing Subsidy Pool. This role includes managing two Deputy Directors to ensure that contractual obligations are fulfilled, budgets are properly managed, and staffing issues are addressed. The position is a key member of the leadership team, responsible for the growth and sustainability of our housing programs in San Francisco.

Key Responsibilities:

  • Direct Community Forward's subsidy initiatives under the guidance of the Senior Vice President of Programs.
  • Lead the planning, development, and maintenance of subsidy program policies, procedures, and objectives.
  • Provide weekly individual supervision for Deputy Directors of Housing Assistance Services.
  • Oversee daily operations, including staff schedules and program activities.
  • Deliver regular feedback, training, and professional development opportunities to team members.
  • Ensure compliance with contract deliverables.
  • Facilitate the integration of supportive services and housing components to enhance housing stability, income, and health outcomes for participants.
  • Review and verify program documentation to meet county and contractual compliance standards.
  • Ensure data quality and timely updates in relevant databases.
  • Manage the program budget and ensure timely housing subsidy payments.
  • Prepare documentation for monthly invoices related to contract expenses.
  • Communicate effectively with Finance and Data teams for accurate reporting of financial data and outcomes.
  • Maintain relationships with landlords to secure an adequate supply of housing units.
  • Address grievances and client concerns effectively.
  • Collaborate with program management to uphold a culture of performance driven by data quality.
  • Contribute to the development and execution of Continuous Quality Improvement plans for existing and new programs.
  • Complete required funding reports in a timely manner.
  • Prepare monthly program reports for the Board of Directors.
  • Assist in creating the annual report detailing service outcomes for stakeholders.
  • Participate in leadership meetings to discuss financial, human resources, and operational issues.
  • Engage with city departments, provider partners, funders, volunteers, and potential donors.
  • Act as a community liaison with neighborhood groups and stakeholders.
  • Serve as on-call backup for staff shortages.
  • Adhere to established policies and procedures.
  • Attend training and meetings as required.
  • Perform other duties as assigned.

Qualifications:

  • Bachelor's degree or higher in a human services field or equivalent experience.
  • Minimum of two years managing a housing subsidy or related program.
  • Five years of managerial experience in a non-profit environment.
  • Comprehensive understanding of homelessness, trauma, domestic violence, substance use disorders, mental health issues, and systemic oppression.
  • Familiarity with the ONE System.
  • Ability to educate and evaluate supervisory and front-line staff.
  • Positive, energetic, and trauma-informed engagement with others.
  • Capability to manage multiple projects simultaneously.
  • Experience working with diverse cultures and backgrounds.
  • Proficiency in Office and G-Suite applications.
  • CPR and First Aid certification within 90 days of hire.
  • TB clearance and proof of COVID-19 vaccination within 7 days of hire.

Preferred Qualifications:

  • Master's Degree or higher in Social Work, Psychology, Counseling, or a related field.
  • Multicultural and multilingual skills (Spanish or other relevant languages preferred).
  • Passion for serving at-risk populations.
  • Strong self-awareness and commitment to cultural humility.
  • Lived experience with homelessness or systemic oppression.
  • Excellent organizational and administrative capabilities.
  • Strong written and verbal communication skills.
  • Knowledge of community resources and neighborhoods in San Francisco.
