We are excited to announce an opening for the position of Assistant Administrative Services Director (Assistant Director) at the City of San Bruno. We seek an experienced and dynamic professional to join our team and help lead our Administrative Services Department, which provides finance, human resources, information technology, and risk management support services to a dedicated City staff totaling 281 full-time equivalent personnel. About the Opportunity: This role is an incredible chance to join our newly formed Administrative Services Department and guide the incremental yet transformational modernization of the City’s administrative operations. The Assistant Director will work closely with the Administrative Services Director/CFO to drive the City Manager’s vision for City operations and support the Executive Team. Depending on the department's needs and the selected candidate’s strengths, the Assistant Director will oversee two or three of the following functions: Finance Management : Support and guide the Financial Services Manager and the City’s general accounting, financial reporting, budget development, and business licensing. Conduct ongoing analysis of the City's financial condition and advise executive management on fiscal matters. Human Resources : Support and mentor the new Human Resources Manager (concurrent recruitment underway) and the division’s daily functions and activities, ensuring efficient and effective operations and enhancing organizational productivity and customer service. Information Technology : Provide senior leadership support to a high-performing Information Technology division manager and team to support and improve the organization's technological infrastructure and service delivery methods. Risk Management : Administer short and long-range risk management activities, including liability and workers’ compensation claims management, training, and procedure development. Oversee the development of consultant requests for proposals, evaluate proposals, and ensure contractor compliance with City standards. A successful Assistant Director demonstrates a history of continuous improvement in the following areas: Project Management : Support and directly manage projects with organizational-wide operational impacts, such as an ERP or HRIS system. Strategic Support : Provide complex and responsible support to the Administrative Services Director, conduct various organizational and operational studies, and prepare fiscal reports, including the City’s Annual Comprehensive Financial Report (ACFR). Policy Development : Develop and implement department and organization goals, objectives, policies, and priorities, standardizing procedures to improve efficiency and effectiveness. Stakeholder Relations : Establish and maintain positive working relationships with the Executive Team, department leadership teams, labor leaders, community representatives, State and local agencies, City management, staff, and the public. Professional Development : Attend and participate in professional group meetings, staying updated on new trends and innovations in the financial and administrative fields Qualifications: Seven (7) years of progressively responsible municipal government experience, including at least five (5) years of full-time administrative and managerial experience. Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in public or business administration, information technology, or a related field. A Master’s degree is desirable. Valid California Driver’s license and a satisfactory driving record. Willingness to work the hours necessary to accomplish the assigned duties, attend evening meetings and travel out of town for workshops, conferences, seminars, and meetings. Skills and Abilities: Strong organizational, management, and leadership skills. Extensive knowledge in financial management, budgetary processes, and human resources management. Ability to develop comprehensive strategic plans, analyze technical and administrative obstacles, and make effective presentations. Excellent communication skills, both verbally and in writing. Proficiency in operating modern office equipment and specialized software programs relevant to work performed. Compensation: $163,726 to $200,360 plus a fringe benefit package that prioritizes work-life balance, including a 36-hour standard work week (the HR office is closed every Friday).
