Position Overview

Title: Senior Director of Housing Assistance Services
Program: Flexible Housing Subsidy Pool for the Ending Transgender Homelessness Initiative, Women's Flexible Housing Subsidy Pool
Reports to: Senior Vice President of Programs
Status: Exempt, Non-Union
Compensation: $100,000/year

Community Forward SF is dedicated to providing essential services that cater to the unique needs of individuals experiencing homelessness. Our mission is to offer a spectrum of support, whether it be housing, medical shelter, recovery spaces, or safety from violence, ensuring that we assist the most vulnerable members of our community.

We operate as a comprehensive network of programs that work in harmony to address every level of need. Our focus is on the most marginalized populations, including Women+, those in medical crises, individuals with substance use disorders, and older adults. Our approach prioritizes the needs of individuals over the rigid structures of our programs.

Key Responsibilities:
  • Oversee the Community Forward subsidy initiatives under the guidance of the Senior Vice President of Programs.
  • Direct the planning, development, and upkeep of subsidy program policies, procedures, and objectives.
  • Provide weekly individual supervision for Deputy Directors of Subsidy Services.
  • Manage all operational aspects, including staff schedules and daily program activities.
  • Deliver regular feedback, training, and professional development opportunities to subsidy team members.
  • Ensure that contract deliverables are consistently met.
  • Facilitate the integration of supportive services and housing components to enhance the housing stability, income, and health outcomes of participants.
  • Review and verify program documentation to comply with county and contractual requirements.
  • Maintain data quality and ensure timely updates in relevant databases.
  • Administer the program budget and ensure timely processing of housing subsidy payments.
  • Prepare documentation for monthly invoicing related to contract expenses.
  • Communicate effectively with Finance and Data teams to ensure accurate reporting of financial data and program outcomes.
  • Supervise and cultivate relationships with landlords to secure a sufficient supply of available housing units.
  • Address grievances and client concerns promptly and effectively.
  • Collaborate with program management and leadership to uphold a culture of performance driven by outcomes and data quality.
  • Contribute to the development and implementation of Continuous Quality Improvement plans for existing and new programs.
  • Complete required funding reports in a timely manner.
  • Prepare monthly program reports for the Board of Directors.
  • Assist in drafting the annual report that outlines service outcomes for stakeholders.
  • Participate in leadership meetings to discuss financial, human resources, and operational matters.
  • Engage with city departments, partner providers, funders, volunteers, and potential donors.
  • Act as a community liaison, engaging with neighborhood groups and stakeholders.
  • Serve as on-call backup for staff shortages.
  • Adhere to established policies and procedures.
  • Attend training and meetings as required.
  • Perform other duties as assigned.
Qualifications:
  • Bachelor's degree or higher in a human services field or equivalent experience.
  • A minimum of two years managing a housing subsidy or related program.
  • Five years of managerial experience in a non-profit environment.
  • Comprehensive understanding of homelessness, trauma, domestic violence, substance use disorders, mental health issues, and systemic oppression.
  • Familiarity with the ONE System.
  • Ability to educate, train, and evaluate supervisory and front-line staff.
  • Capacity to engage positively and supportively with others.
  • Proficient in managing multiple projects simultaneously.
  • Experience working with diverse cultures and backgrounds.
  • Proficient in Office and G-Suite applications.
  • CPR and First Aid certification within 90 days of hire.
  • TB clearance and proof of COVID-19 vaccination within 7 days of hire.
Preferred Qualifications:
  • Master's Degree or higher in Social Work, Psychology, Counseling, or a related field.
  • Multicultural and multilingual capabilities (Spanish or other relevant languages preferred).
  • Passion for serving at-risk populations.
  • Strong self-awareness and commitment to cultural humility.
  • Lived experience with homelessness or other systemic challenges.
  • Exceptional organizational and administrative skills.
  • Strong written and verbal communication abilities.
  • Knowledge of community resources and neighborhoods in San Francisco.
