MANAGER, COMPLIANCE

Summary

This position will support the Foundation’s conservation award-making activities, ensure compliance, and minimize organizational risk by managing the subrecipient monitoring, reviewing funding source agreements and subsequent flowing down of requirements to sub-awards, supporting procurement operations, and assisting in the updating, developing, and implementing departmental policies and procedures as well as providing training support to internal and external stakeholders.

ESSENTIAL DUTIES AND RESPONSIBILITIES


Subrecipient Monitoring and Risk Management/Analysis

  • Manage subrecipient monitoring operations, including review of proposed awards, post-award tracking, and annual audit certification.
  • Train staff on the implementation of subrecipient monitoring activities.
  • Manage the continual development and improvement of the department’s subrecipient monitoring processes, documentation, and training materials to ensure compliance with federal and non-federal funding source requirements.
  • Develop performance metrics and management reports for the department’s subrecipient monitoring processes.
  • Follow up and document subaward compliance issues and audits, including resolution.
  • Conduct subrecipient financial monitoring and analyze financial monitoring data as applicable.
  • Manage and enhance the subrecipient risk tracking process.
  • Support Foundation efforts to build subrecipient federal grants management capacity.
  • Meet with subrecipient management to address NFWF policies and interpretations as questions/requests arise.


Funding Source Monitoring and Flow Down Requirements (As needed)

  • Support the departmental review of funding source applications, agreements, and modifications.
  • Collaborate and communicate compliance-related funding source requirements to relevant internal stakeholders.
  • Draft funding source specific terms and conditions for flow down in subawards and contracts.
  • Interpret agency-specific terms and conditions, including changes to 2 CFR 200 Uniform Administrative Requirements, Costs Principles, and Audit Requirements for Federal Awards.
  • Support the continual development and improvement of the department’s processes, documentation, and training materials to ensure compliance with federal and non-federal funding source requirements.


Programmatic Procurement of Goods and Services Administration (As needed)

  • Support the department’s programmatic procurement operations, ensuring compliance with NFWF policies and funding source regulations.
  • Support the continual development and improvement of the department’s programmatic procurement processes, documentation, and training materials.
  • Monitor the process for contracting including solicitations, pre-award assessments, and procurement process documentation.
  • Develop performance metrics and management reports for the department’s programmatic procurement processes.
  • Train and support Program staff in the selection of appropriate subaward/contract agreement type; provide staff with the required information and tools to draft, negotiate, and manage contractual agreements with selected recipients.


Other

  • Provide support for Director and backup for Compliance Team members as needed.
  • Collaborate with Finance and Grants Administration to ensure data integrity of organization records for subrecipient and contractor portfolio.
  • Manage the continual development and implementation of methodologies for preventing unallowable costs, and any other risks to the Foundation.
  • Assist in the preparation of materials for the Foundation’s annual Single Audit.
  • Conduct Compliance trainings and identify areas of risk or in need of improvement.
  • Conduct subrecipient/contractor site visits as may be required.
  • Participate in meetings across the Foundation that require Compliance input/feedback.
  • Other duties as assigned.


MINIMUM QUALIFICATIONS (EDUCATION, EXPERIENCE, SKILLS)

  • Bachelor’s degree from a four-year institution.
  • Three to five years of relevant experience, including the administration of federal awards.
  • Experience implementing the OMB Uniform Guidance.
  • Ability to respond quickly and accurately to requests for information.
  • Ability to organize and prioritize work and meet deadlines.
  • Strong attention to detail and excellent analytical, communication, interpersonal, and follow-through skills.
  • Computer proficiency, especially with Microsoft Office suite.
  • Supervisory and/or mentoring experience, preferred.
  • Flexibility in a rapidly changing environment.
  • Self-starter, requires little oversight/supervision.
  • Ability to resolve conflict effectively, hold information in confidence, and cooperate with colleagues and grantees who may have other perspectives.
