Job DescriptionJob DescriptionWe are currently seeking a Payroll Compliance and Tax Specialist to join our team at our Sacramento office. The Payroll Tax and Compliance Specialist will play a vital role in ensuring adherence to payroll wage and tax regulations at local, state, and federal levels.  This position will be responsible for tracking and verifying subcontractor payroll compliance.. This position involves researching and reporting on wage determinations, auditing payroll tax calculations, analyzing, verifying and managing the correction of discrepancies. A strong comprehensive understanding of multi-state tax and laws, federal regulations, and wage and hour laws is essential for this role. The ideal candidate will have a proactive, meticulous approach to monitoring, managing, and tracking compliance.

Salary range:  $80,000 to $100,000 per year

What You’ll Do:
  • Research and determine appropriate wage determinations to be used on all IRA, AB2143 and state and federally funded prevailing wage jobs.
  • Review subcontractor certified payroll reports to ensure compliance with federal, state, and local regulations.
  • Track and calculate all internal and external apprenticeship labor percentages and requests for apprentices.
  • Communicate with project teams, subcontractors and accounts payable compliance status for release of payments.
  • Assist in developing process and procedures to ensure all stakeholders understand requirements
  • Track project compliance throughout project life cycles.
  • Collaborate closely with Payroll and HR personnel to ensure internal compliance.
  • Prepare, submit, and reconcile union reports.
  • Reconcile payroll tax reporting after each pay run for accuracy.
  • Manage payroll-related deductions and payments.
  • Schedule and ensure timely tax filings for all agencies and jurisdictions.
  • Reconcile payroll taxes after each payroll run.
  • Reconcile cash activity to Payroll and Third-Party tax services.
  • Reconcile payroll reports to 941s, State filings, and W-2s.
  • Research and resolve payroll tax variances on a pay period basis.
  • Proactively improve payroll-related HR functions by reassessing strategies, processes, or structures when necessary.
  • Ensure compliance with local, state, and federal regulations regarding payroll tax and wage and hour laws.
  • Stay informed about state mandates, leave policies, and other relevant regulations.
  • Maintain expertise through continuing education and personal development.
  • Research federal, state, and local laws to support compliance with changing legislation.
  • Handle special projects and research.
  • Conduct research and reconciliation of payroll taxes from previous periods.
What you’ll bring:
  • 2-4 years of experience in multistate payroll tax filings and compliance.
  • 2-4 years of experience in Construction Payroll, Union Contracts, and Multi-state Prevailing Wage Laws.
  • Strong accounting skills and proficiency in Excel.
  • Experience reconciling and preparing W-2 forms.
  • Excellent communication skills.
