GENERAL DESCRIPTION

This position is responsible for ensuring that all Water and Wastewater permits from both Department of Environmental Protection (DEP) and St. Johns River Water Management District (SJRWMD) are followed and implemented to the full extent. Also, coordinates the Fat's Oil and Grease (FOG), Industrial Pretreatment Program (IPP), and Water Conservation programs. Work requires a great deal of independent judgment and is performed under the general supervision of the Chief Wastewater Operator.



ESSENTIAL FUNCTIONS

The following essential functions represent the primary duties of this position but should not be considered an all-inclusive list of responsibilities. Other duties may be required and assigned.

  • Supervises employees in the FOG, IPP, and Water Conservation programs.
  • Schedules and facilitates all DEP and SJRWMD permit required sampling events.
  • Trains or ensures training and updating of skills for FOG, IPP, and Water Conservation employees
  • Conducts interviews and makes recommendations for hire.
  • Conducts data analysis, generates reports and submits for DEP and SJRWMD permits to stay in compliance with all State agencies for Wastewater treatment, Potable and Reclaimed water production.
  • Runs, generates, and submits annual water audits for both the reclaimed and potable system flows for SJRWMD.
  • Evaluates all new DEP and SJRWMD permits, as well as running any sampling or loading studies needed for the new permit cycles.
  • Submits Quarterly Cost Share updates to SJRWMD.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
  • Monitoring Federal, State, and local regulations pertaining to Water treatment, Wastewater treatment, Industrial Pretreatment, FOG, and Water Conservation
  • Assure compliance with mandates and permit requirements.
  • Coordinate contract services for wastewater plant analytical equipment and all sampling analysis.
  • Evaluates malfunctioning analytical equipment and determine what is needed for repair.
  • Schedules annual maintenance and calibration of process control analytical equipment.
  • Order all of the supplies for the process control lab and plant analytical equipment.
  • Maintain required records for DEP, DOH and SJRWMD permits.
  • Maintain the City's Sewer Use Ordinance to comply with changes to 40 CFR and FL DEP Statutes.
  • Maintain the BMAP list for Potable, Reclaimed, and Wastewater projects. Project management the OnSyte conversion program.
  • Provides communication and permit updates as needed for new installations.
  • Reports all BMAP eligible projects to DEP annually with all required support documentation to determine eligible credit.
  • Preforms any other duties or tasks that may be assigned.


KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of local, state, and federal regulations and ability to find updates and stay informed.
  • Skilled in advanced laboratory analysis.
  • Knowledge of occupational hazards and safety precautions of the work environment.
  • Knowledge of water/wastewater treatment process, FOG, IPP, Water conservation, SJRWMD, and DEP.
  • Ability to communicate effectively, both verbally and in writing: present information, reports, and recommendations clearly and persuasively, and communicate technical topics to technical and non-technical audiences.
  • Ability to establish and maintain effective working relationships with management, staff, staff of other Bureaus/Offices, representatives of other governmental agencies, the public, and others reencountered in the course of work.
  • Ability to demonstrate tact, diplomacy, and patience, and gain cooperation through discussion and collaboration.
  • Working knowledge of the Microsoft Office software package.
  • Knowledge of supervision and administrative practices and procedures.
  • Skilled in assigning, reviewing and evaluating work.
  • Vast knowledge in permitting, auditing, and reporting.
  • Skilled in analyzing technical data and troubleshooting problems.
  • Ability to apply advanced mathematical principles and calculations.
  • Ability to establish and maintain effective and amiable relationships with leadership, supervisors, residents, customers, employees, other departments, and agencies.


MINIMUM QUALIFICATIONS

  • Three (3) years of experience in utilities/public services in water/wastewater conversation practice and application.
  • Valid Florida Driver's license. A valid out of state License is acceptable, but selected candidates must obtain and provide a valid Florida driver's license within thirty (30) days of start date.

An equivalent combination of education and experience may be considered, provided that the education and experience are in a relevant and related field.



PREFERRED QUALIFICATIONS

  • Bachelor's degree in an accredited college or university in Environmental Science or related field.
  • FIPA Industrial Pretreatment A certification
  • FIPA Fats, Oils, and Grease Program Management l certification
  • Two (2) years of supervisory experience.


JOB LOCATION

All City owned buildings, parks, grounds and recreation facilities. Any off-site locations and facilities utilized as part of the City's participation or involvement in an event, activity or job assignment.



ADDITIONAL POSITION REQUIREMENTS

  • Physical Requirements: Prolonged periods of sitting at a desk, standing, walking, bending, stooping, pushing/pulling up to 50 lbs., digging, reaching overhead, kneeling, climbing, and lifting up to 50 lbs.
  • Environmental Requirements: Exposure to chemicals, extreme weather/temperature, strong odors, humidity, animals, vibrations, machinery, traffic hazards, heights, smoke/dust/pollen, electrical currents, bright/dim lights, confined areas and areas of excessive noise.
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate sound, color, odor, depth, and visual cues or signals. Some tasks require the ability to communicate orally.
