GENERAL DESCRIPTION

This position is responsible for designing municipal projects executed or managed by the Public Services Department, and includes but is not limited to, planning, design, permitting, and cost estimating of water/environmental resources systems, transportation systems, and facilities in compliance with all federal, state and local rules and regulations. This position reports to the Utilities Design Manager or designee.



ESSENTIAL JOB FUNCTIONS

The following essential functions represent the primary duties of this position but should not be considered an all-inclusive list of responsibilities. Other duties may be required and assigned.

  • Assists the designated Project Manager / Engineer of Record with designing municipal public works projects and developing complex engineering drawings and engineering estimates and specifications, including but not limited to, water/environmental resources, transportation and facilities.
  • Designs engineering plans in accordance with FDOT, Orange County, City of Apopka, FDEP, and other regulating agencies.
  • Reviews plan sets and reports submitted by developers; coordinates with the City Engineer about projects and the needs of consultants. Conducts private construction inspections; reviews permits.
  • Assists the designated Project Manager / Engineer of Record with preparation of Contract Documents and Agreements and project permits required by various federal, state and local agencies.
  • Review and comprehend specification manuals and develops standards and manuals. Assists the Engineering Staff with development and implementation of a Design and Planning Manual and City Standard Details.
  • Assumes the responsibility for preparation of periodical progress reports and final closing reports for all assigned design projects.
  • Assumes the responsibility for preparation of As-Built drawings and blueprints of completed projects executed by the City Public Services Department.
  • Develops content for use in City communications, including presentations, public outreach materials, website and social media applications.
  • Develops and maintains working relationships with local, regional, state, and federal agencies to ensure smooth collaboration on assigned projects and programs.
  • Gathers information for research purposes, performance analysis, and financial and budget reporting of assigned projects and programs.
  • Uses computer, GIS device, and other office equipment.
  • Performs any other duties or tasks that may be assigned; responds to requests from the public.


KNOWLEDGE, SKILLS & ABILITIES

  • Working knowledge of the principles, practices, and procedures of design, construction, and maintenance as it applies to municipal public services activities as well as materials properties and equipment utilization.
  • Comprehensive knowledge of design, permitting, and feasibility estimates of complex engineering projects from various engineering disciplines: transportation, geotechnical, water and environmental resources, surveying, structural, and construction.
  • Comprehensive knowledge of application of contemporary techniques, sources, and methods of design, engineering and construction of municipal facilities and utility systems.
  • Comprehensive knowledge of administration and management of design projects, and data research, analysis and evaluation.
  • Comprehensive knowledge of contemporary software applications, such as: Microsoft Office (Outlook, Word, Excel, and PowerPoint), AutoCADD, Autodesk (Infrastructure Design, Civil 3D, Sanitary & Storm Analysis, and Utility Design), ESRI (ArcGIS Enterprise), etc.
  • Ability to interpret and use the rules and regulations implemented by the federal and state regulatory agencies, such as: United States Army Corps of Engineers (USACE), United States Environmental Protection Agency (USEPA), State of Florida Department of Transportation (FDOT), State of Florida Department of Environmental Protection (FDEP), St. Johns River Water Management District (SJRWMD), State of Florida Division of Emergency Management (FDEM), and the Florida Fish and Wildlife Conservation Commission (FWCC) in planning and designing projects is desirable.
  • Ability to read engineering and architectural blueprints and complex technical documents.
  • Ability to assume responsibility for working with diverse project teams and maintaining complete and accurate records for multiple jobs - working with multiple project managers, engineers, contractors and consultants.
  • Ability to work efficiently and effectively; ability to communicate and present ideas effectively, both verbally and in writing; ability to establish and maintain effective working relationship with other employees; ability to provide a favorable impression and deal courteously with the public; ability to follow city policies and procedures; ability to exercise sound judgment in evaluating situations and making decisions; ability to use proper judgment regarding safety practices; ability to produce appropriate amounts of work and demonstrate initiatives in completing work tasks with a minimum of supervision and a high degree of integrity.
  • Ability to establish and maintain effective and amiable relationships with leadership, supervisors, residents, customers, employees, other departments and agencies.
  • Ability to use general office equipment, including but not limited to, workstation (PC), telephone, copy/fax machine, print machine, surveying equipment, and vehicle.


MINIMUM QUALIFICATIONS

  • Associate's degree with emphasis in Computer Aided Drafting and Design, General Engineering, Construction, or Architectural/Engineering Technology.
  • Two (2) years of work experience in the civil/environmental engineering field, designing infrastructure projects.
  • AutoCAD Civil 3D Professional certification.
  • Autodesk Certified User or Autodesk Certified Professional certification within one (1) year of hire.
  • Valid Florida Driver's license. A valid out of state License is acceptable, but selected candidates must obtain and provide a valid Florida driver's license within thirty (30) days of start date.

An equivalent combination of education and experience may be considered, provided that the education and experience are in a relevant and related field.



JOB LOCATION

The Administration Building within the City Public Services Complex is the primary location; however, work may be required within all City owned buildings, facilities, land, streets, rights-of-way, and any location within the City jurisdictional or utility service area. Work requires occasional travel to other locations.



ADDITIONAL POSITION REQUIREMENTS

Physical Requirements: Prolonged periods sitting at a desk or walking, as well as occasional standing, pulling/pushing and lifting up to 10 lbs.

Environmental Conditions: Exposure to bright/dim lights.

Sensory Requirements: Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.
