Title: Director of Program Services

Position Description:

The Director of Program Services holds a pivotal role in overseeing designated programs, as outlined on the Agency Organizational Chart. As a valued member of the Leadership Team, this position contributes to critical decision-making for the entire Agency and plays a significant role in its organizational development. The Director of Program Services is responsible for planning, organizing, directing, and assessing programs, while also providing direct supervision to staff members specified on the Agency Organizational Chart.

Essential Duties and Responsibilities: (includes the following; other duties may be assigned)

  • Demonstrate empathy and provide active listening to support individuals, conveying a message of hope and recovery.
  • Ensure the implementation of best practices in mental health recovery.
  • Observe, assess, intervene, and refer within the scope of practice in situations involving clients with mental health symptoms, physical health symptoms, and substance use issues.
  • Oversee the safe, effective, and efficient delivery of direct services to clients in adherence to established policies, procedures, and standards of care.
  • Collaborate with psychiatrists, treatment team members, and community resources to coordinate client treatment and care as necessary.
  • Keep direct report staff informed of pertinent Agency business matters.
  • Serve as a liaison between County departments, all funding sources and collaborative agencies to negotiate, fulfill, complete and submit reports regarding scopes, billing rates, staff detailing, MOUs and all other aspects of the contract.
  • Ensure that all documentation meets the standards set by the Agency and Funding Sources.
  • Provide guidance and supervision to staff members on personnel issues, consistently following all personnel policies and seeking consultation when necessary.
  • Assess, train, and support direct reports, including interns and volunteers, to ensure the delivery of quality services.
  • Participate in the review, evaluation, and screening of employment applications. Conduct interviews and check references for job applicants, making hiring recommendations to the appropriate management team member.
  • Review the program budget and make recommendations for budget changes, adjustments, and major purchases, while ensuring that programs remain within budget limitations.
  • Provide after-hours service/back-up and crisis intervention on a rotating basis in applicable programs.
  • Assist with assigned organizational development activities, grant writing and other major projects.
  • Act as a designated Mandated Reporter for observed or suspected abuse and neglect cases involving children, disabled individuals, dependent adults, and elder/senior citizens. This includes the "Duty to Warn," which requires notifying authorities and intended victim(s) of potential physical harm.
  • Ensure that all programs, per the Agency Organizational Chart, adhere to relevant contractual scopes, policies, and procedures.
  • Uphold the protection and confidentiality of all Protected Health Information (PHI) by following all policies and procedures in the Agency HIPAA Manual.

Supervisory Responsibilities:

Directly supervises employees, students and/or interns as assigned according to program need. Provides supervision for employees obtaining hours for licensure. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience:

  • Master’s Degree in the field of psychology, counseling, or social work.
  • Two (2) years of professional experience in a mental health-related setting providing direct services.
  • Knowledge of the theories, principles, and techniques of family, group, and individual therapy, as well as the planning, development, and implementation of comprehensive service plans.
  • Experience supervising staff is desirable.
  • Knowledge of principles and techniques of diagnostic assessment and interviewing, and the social psychological, and physical aspects of mental disorders.
  • Experience with Medi-Cal requirements is desirable.
  • Work experience with persons who have substance abuse problems, preferably individuals who are dually diagnosed (mental health & substance abuse) is highly desirable.
  • Knowledge of 12-Step Programs and/or personal experience with substance abuse recovery is highly desirable.
  • Demonstrated knowledge of group work principles and the ability to work effectively with groups.
  • Consumer of mental health services or a family member of a mental health consumer is desirable.


Certificates, Licenses, Registrations:

  • Master’s Degree in Social Work, Counseling or Psychology.
  • Four (4) years demonstrated experience supervising, delegating, and providing leadership to staff.
  • Three (3) years full-time experience in a mental health setting.
  • Three (3) years demonstrated experience in assessing needs, planning, organizing, implementing, and evaluating programs.
  • Demonstrated knowledge of and ability to train the principles of social rehabilitation.
  • Demonstrated knowledge of group work principles and the ability to work effectively with groups.
  • Knowledge of community organizations and community resources.
  • Work experience with Medi-Cal billing is highly desirable.
  • Work experience with persons who have substance abuse problems, preferably individuals who are dually diagnosed (mental health & substance abuse) is highly desirable.
  • Knowledge of 12-Step Programs and/or personal experience with substance abuse recovery is highly desirable.
  • Licensed Clinical Psychologist
  • Licensed Clinical Social Worker (LCSW)
  • Licensed Marriage and Family Therapist (LMFT),
  • Licensed Professional Clinical Counselor (LPCC) OR
  • Be in the final phase of obtaining licensure for any of the above stated professions and be registered with the Board of Behavioral Sciences
  • Possess a valid California Driver’s License and current vehicle insurance. Driving records must meet, and continue to meet, the underwriting standards established by the generalized driving guidelines used by our insurance broker. Must provide proof of insurance.
  • Must have at least 3 or more years of driving experience.
