The Senior HR Manager supports Care Compass talent and acquisition programs and serves as a regional HR subject matter expert in support of local organizations that do not maintain an HR function. This position will support compliance with industry regulations, hiring and onboarding of employees, and ensures all company HR policies and procedures are applied consistently. This role will require advanced knowledge to support the development of an HR function within a growing not-for-profit organization. The Senior HR Manager reports directly to the Executive Director.

Essential Functions:

  • Manage the onboarding process for new positions including recruiting, interviewing, hiring and onboarding in accordance with organizational protocols, leading HR standards, and labor law.
  • Develop and monitor overall human resource strategies, systems, tactics and procedures across the organization and ensure legal compliance throughout human resource management.
  • In support of the Southern Tier Region of NYS and the 1115 waiver, serve as a regional SME for HR matters, including recruitment, retention, and onboarding/training practices. This will include providing assistance with organizations with marketing positions, developing career development pipelines, and skill development.
  • Participate in cross functional teams and liaise with New York State workgroups, such as the Workforce Investment Organizations (WIO) and Statewide Health Equity Regional Organization (SHERO).
  • Present / public speak at regional stakeholder meetings to educate or inform the community of new and emerging best practices.
  • Provide career development support. Assess training needs to apply and monitor training programs.
  • Partner with the leadership team to ensure strategic HR goals and strategies are aligned with business initiatives.
  • Develop and oversee a performance appraisal system that drives and rewards high performance.
  • Develops and contributes to a healthy work environment for all employees.
  • Support and counsel employees in addressing issues, providing guidance and resolving matters in a timely manner.
  • Ensure all company HR policies are applied consistently. Suggesting changes in policies and procedures based on employee and company needs.

MINIMUM REQUIREMENTS:

  • A bachelor’s degree in human resources, labor relations, organizational development, business or related area; relevant work experience may be a substitute
  • 3-5 years experience as HR Manager, additional experience as HR Recruiter a plus
  • Expert in labor laws set by governing authorities and organizations. In-depth knowledge of HR best practices.
  • Excellent active listening, negotiation, and presentation skills
  • Ability to foster healthy employee relations
  • Demonstrable experience with Human Resources metrics
  • Knowledge of HR systems and databases
  • Ability to architect strategy along with leadership skills
  • Competence to build and effectively manage interpersonal relationships at all levels of the company
  • Effective verbal and written communication skills
  • Demonstrated proficiency in the Microsoft Office suite
  • Facilitation of meetings either in person or via virtual platforms such as Zoom

LICENSE/CERTIFICATION:

  • Minimum Required: N/A
  • Preferred: Professional in Human Resources (PHR) certification preferred but not required.

WORK ENVIRONMENT:

Care Compass Network utilizes a hybrid work model where employees are able to work remotely from a home office or from the CCN office, a non-clinical professional office setting. There may be some travel required for partner and/or network meetings.
