HOC’s Resident Services Department strives to enhance the lives of HOC customers by coordinating and implementing a vast array of high-quality programs, services, and resources. Through collaborative partnerships with Montgomery County, the federal government, and various community-based organizations, Resident Services is able to offer comprehensive service coordination, impactful resident programs, and robust supportive housing services to individuals and families who reside in HOC-owned-managed properties or receive HOC housing subsidies, as well as applicants on HOC’s waitlist.


This position is responsible for determining client rent and housing assistance payments (HAP) for the McKinney Permanent Supportive Housing Program by processing annual recertifications and interim certifications for singles and families and for all program initial, annual, and special inspections. The work requires the exercise of independent judgment to interpret and evaluate data or information and weigh alternatives to determine rents and HAP. The employee is given overall program objectives and priorities and is expected to carry out daily activities, such as recertifying and updating family income. The work consists of several related steps and is planned and carried out independently with the employee following guidelines to accomplish the work.

An employee in this class requires knowledge of Federal, State and local laws, and the rules and regulations of subsidized housing program guidelines. The employee applies the appropriate guideline reference to specific cases.

Contacts are employees within and outside the organization, which includes individuals such as landlords, property owners, and social service agencies. The employee uses highly developed communication skills in presenting ideas and technical information. The work environment is the normal office setting and field work in and around client homes. Exposure to aggressive or abusive behavior of clients may be encountered. Candidate will have to be able to regularly walk up/down stairs, bend and squat and pick up 20 lbs.

The employee's work has a direct bearing on the effectiveness of the housing program and the quality of services provided to clients.

Note: This is a hybrid position. Employees are eligible to work remotely one day per week once the six-month probation period has been successfully completed.

Job Duties:

Recertification’s

  • Review paperwork to obtain information required to establish the client's portion of rent and landlord Housing Assistance Payment (HAP) in a timely manner.
  • Processes amendments to the Housing Assistance Payments (HAP) Contract, between HOC MCK PSH and the landlord, to reflect changes in family composition or income and during recertifications in a timely manner.
  • Prepare client files for successful audits.
  • Prepare reports mandated by funding sources.
  • Review requests for lease approvals and negotiate rents with landlords.

Inspections

  • Inspects properties for compliance with Housing and Urban Development (HUD) Housing Quality Standards (HQS)/National Standards for the Physical Inspection of Real Estate (NSPIRE) specifications, safety policies, and all applicable codes and regulations.
  • Documents and generates reports on all unit deficiencies as well as environmental health and safety issues.
  • Assesses damages, determines who is responsible for correction and establishes deadlines for completion of work, documents efforts to bring properties into compliance, and conducts follow-up inspections to ensure that work is completed.
  • The inspector will be responsible for the scheduling of all inspections, including but not limited to, setting up the initial inspection with the prospective owner/landlord, communications by mail, telephone, or email to the owner/landlord and family regarding the inspection schedule and any deficiencies as a result of inspections or any other notices from the Program.
  • Assures effective communications of inspection results and any related issues with supervisors, housing specialists, landlords, and program participants.
  • Explains the nature of the MCK PSH program, procedures, and services to landlords and clients; maintains absolute confidentiality of work-related issues and client records.
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively to provide quality seamless customer service.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

Experience:

  • Two (2) years of experience in a customer service/housing environment or an associate’s degree with some customer service experience.

Education:

  • Associate’s degree in a related area.

Note: An equivalent combination of education and experience may be accepted.

Knowledge, Skills, and Abilities

  • Interviewing and counseling skills.
  • Ability to communicate effectively, both orally and in writing.
  • Knowledge of or the ability to acquire knowledge of subsidized housing program guidelines and Federal, State and local landlord/tenant laws.
  • Good math skills.
  • Foreign language ability desirable.
  • Property management, marketing and training experience desirable.
  • Ability to use computer software (Google Suites, Excel).
