Summary:

The Chief Program Officer is a member of Junior Achievement of South Florida’s executive team and works closely with the President/CEO and other senior leaders to develop and implement the organization’s long-term strategies around program growth, learning outcomes, and financial stability. Primary responsibilities include leading a team to develop, implement and expand JA programs, directing all student and educator recruiting and training, program management, monitoring programs for adherence to models and quality outcomes, working with team to develop continuous recruitment and succession plans, working with directors to ensure there is a plan for cross training of teams, overseeing all program grant budgets and outcomes to ensure compliance and reporting are accurate, networking in the community to ensure JA is represented and aware of all opportunities, working with marketing team to ensure JA is engaging and educating all stakeholder groups about programs. The position is also the chief liaison to the Board of Directors Program Committee.

What you will do:

PRIMARY RESPONSIBILITIES:

  • Supervise program quantity and quality for all JA’s programs which serves approximately 80,000 students a year in Broward and south Palm Beach counties.
  • Ensure all programs have developed workplans and project teams are meeting and communicating to ensure high level implementation.
  • Develop and maintain relationships with Broward and Palm Beach schools including public, private, charter, and independents.
  • Develop, drive and expand initiatives around youth employment, pre-apprenticeship and other potential workforce development programs.
  • Identify and help cultivate and secure program funding .
  • Work with grant team to prepare grants and grant budgets, monitor outcomes and budgets and ensure reporting is accurate and timely.
  • Work with the executive team and staff to create and implement the Strategic Plan to achieve JA’s mission.
  • Work with the Marketing Manager to develop effective marketing plans targeted at the education, parent and business community to increase awareness of JA and encourage volunteering, mentoring and support.
  • Interact effectively with a diverse Board of Directors to assure proper support for program processes and education outcomes. Serve as liaison to Program Committee and lead communications with chair. Prepare, gain Board approval, and implement an effective program plan; manage material preparation for Board and Committee meetings.
  • Supervise and/or deliver program “sales” presentations to school districts, community partners, schools, and prospective teachers/principals to increase enrollment/recruitment across other areas and school systems (charter, private, virtual, home, etc.).
  • Represent JA in education and business community to assure JA's position as a thought leader around education and workforce.
  • Supervise development and implementation of teacher communication, support, and recognition programs to assure highest satisfaction.
  • Focus on developing processes for enhanced program assessment tools, data collection and analysis and determine appropriate program KPI’s (Key Performance Indicators).
  • Assure that reports and data are in compliance with JA program implementation standards and meet all reporting deadlines.
  • Work with JA USA on Research and Development, curriculum; prepare reporting to JA USA.
  • Work with Finance team to ensure finances are accurately reported and accounts receivables are collected on a timely basis.
  • Communicate within organization regarding program and education successes, challenges, and trends.
  • Develop and manage the budget for all programs and program related activities. Supervise procurement and delivery of all program materials.
  • Demonstrate and encourage commitment to quality and improvements that support and enhance the JA brand.
  • Work with Volunteer Manager on strategies to recruit ample volunteers and mentors.
  • Manage contract with BCPS and contribute to periodic partnership meetings.
  • Other duties as assigned: including some early mornings, weeknights, and weekends.

Team Management:

  • Direct and manage the Education/Workforce Development Programs staff including recruitment, selection, training, professional development, and performance
  • Manage 3-4 direct reports, and a total team of approximately 15 full time and 15 part time employees overall.
  • Provide oversight and direction to the members of the team in accordance with the organization's policies and procedures.
  • Empower employees to take responsibility for their jobs and goals. Delegate responsibility and expect accountability and regular feedback. Utilize individual scorecards to ensure members are achieving goals and assisting with obstacles.
  • Identify areas of training, coaching and other resources that might be needed by the team.
  • Foster a spirit of teamwork and unity among team members that fosters creativity, diversity, problem solving, innovative solutions, authenticity, honesty, respect, and a commitment to the mission with focus on JA’s culture of mission, vision and values.
  • Lead employees using a performance management and development process that provides an overall context and framework to encourage employee contribution and includes goal setting, feedback, and performance development planning.
  • Manage the overall operational, budgetary, and financial responsibilities and activities of the team, along with the grant deliverables.
  • Must have Critical Thinking, Persistence, Passionate/Positive Thinker, Entrepreneurial and Leadership skills.
  • Strong interpersonal and communications skills (written/verbal) and be an active listener.
  • Strong sales, networking and relationship building, strong public speaking/presentation skills.
  • Design and execute a project plan, working in a constituent database (BCRM).
  • Handle several projects simultaneously in a deadline-driven, team-oriented environment.
  • Unquestionable personal code of ethics, strong integrity, respect for diversity and trustworthiness
  • Ability to multi-task; ability to take responsibility for a diverse number of projects and to complete them in a timely manner with limited supervision.

What you will need:

  • Bachelor’s Degree and/or relevant experience.
  • Minimum of 7 years of experience in a non-profit senior position or equivalent for profit or public sector.
  • Extensive experience in developing and running workforce development programs.
  • Solid understanding of inner workings of public-school systems and funding/budgets.
  • School district experience
  • Proven success in prospecting, building a pipeline, moving opportunities through the sales cycle and proposing, presenting and discussing a product with decision-makers.
  • Successful track record of achieving and exceeding sales/prospecting quotas on a regular basis.
  • Knowledge of preparing, monitoring, and reporting grants.
  • Computer literacy a must, including Microsoft Outlook, Word, Teams, Excel, and PowerPoint required. SharePoint, learning management systems and/or Blackbaud databases a plus.
  • Demonstrated organizational and project planning experience.
  • Experience in budgeting an organization of similar or larger size (JA’s operating budget is $6 Million/year)
  • Proven ability to effectively manage client and board relationships.
  • Employee must have a vehicle to travel to/from appointments, events, etc.
  • Physical demand include sit, walk, reach, bend, talk, hear, lift and carry, able to see distance and close to focus.
