Lead Service Line Inspector

Part-time Temporary Project

$20.00 per Hour


SUMMARY: Under the general direction of the Director of Engineering, collaborates with a cross functional team of staff to focus on inspecting existing water service lines and reporting the presence of Lead Services and other materials within the city of East Moline.

ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include the following duties, knowledge, skills and other characteristics. This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by incumbents of this class.

DUTIES AND RESPONSIBILITIES: (which are not in any hierarchical order)

Community engagement with residents to schedule appointments, inspect, identify, and report the presence of lead service lines within the city.

Have the ability to effectively communicate with residents by phone, electronic means and in person in a positive, friendly and professional manner.

Have a valid drivers license and the ability to navigate to individual residences in the community.

Have the ability to take photographs, organize files, and accurately report inspections.

Have the ability to learn and identify basic plumbing materials.

Incumbents of this job will be required to enter homes, basements, crawl spaces in order to perform the inspections required.

KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:

  1. Knowledge of the materials used in plumbing trades.
  2. Ability to utilize personal computers and understand programs in order to complete projects.
  3. Ability to understand and follow oral and written instructions.
  4. Ability to establish and maintain effective working relationships with employees, contractors, plumbers, engineers, and all related crafts in field installations, public officials, other government officials, business owners, and the general public.
  5. Ability to establish and maintain effective working relationships with others.
  6. Ability to plan and complete projects within established deadlines and commitments.
  7. Ability to work with minimal supervision; a leader and self-starter with demonstrated initiative and creative abilities.
  8. Ability to safely operate a motor vehicle.
  9. Excellent verbal and oral communication skills.
  10. Excellent character, integrity, and adaptability.
  11. Strong organizational and interpersonal skills.
  12. Keen sense of customer relations.
  13. Ability to walk up and down stairs.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: There is frequent need to sit and drive, there is some need to walk, stand, climb, bend, talk or hear, use hands to finger, lift up to and over 25 pounds and perform other similar actions during the course of the day. The City of East Moline promotes a drug/alcohol free work environment through the use of mandatory pre-employment drug testing.

MINIMUM QUALIFICATIONS: High School degree or equivalent.

DESIRED QUALIFICATIONS:

  1. Possess, or be able to obtain by time of hire, a valid driver's license.
  2. General knowledge of plumbing materials.
  3. Effective communication skills.
