Primary Responsibilities:

  • Implements best practices by developing, maintaining, and following the standard operating procedures for the department.
  • Facilitates contacts by maintaining a presence in the technical/industry community and marketplace.
  • Utilizes traditional and non-traditional resources and establishes a network of contacts to identify and attract talent.
  • Provides analytical and well-documented recruiting reports to company executives by developing and tracking goals for the recruiting and hiring process (e.g., data on cost per hire and time to hire).
  • Stays current with emerging technology, software development, and design market trends.
  • Participates in weekly recruiting meetings with stakeholders and provides reporting metrics and status updates.
  • Participates in daily stand-up meetings with the recruiting team to provide statuses and challenges.
  • Understands and follows the federal and state employment regulations, including DOL, EEOC, and OFCCP guidelines.
  • Conducts diversity outreach through career fairs and job boards, assists with meeting our AAP goals and updating our AAP programs, and reviews the recruitment process annually to ensure it aligns with the company’s AAP.
  • Acts as a company ambassador by providing excellent customer service and relationship management throughout the recruiting lifecycle- ensuring an optimal candidate experience regardless of outcome. Maintains a responsive and trusting communication approach with teammates and managers.
  • Promotes the company's reputation as the “best place to work” and its attractiveness as an employment opportunity.
  • Understand the TAYS culture and what makes employees thrive in the company’s environment to help identify those competencies in candidates.
  • Assists in responding to proposals by identifying suitable profiles and building a pipeline of vetted resources.
  • Format resumes according to federal/government standards and client requirements.
  • Collaborates with the recruiting team to help identify candidates through various channels, including job boards, LinkedIn Recruiter, networking, and virtual events.
  • Understands where and how to locate candidates through the internal and external sourcing methods.
  • Applies strategic and creative recruitment techniques beyond standard methods to attain passive job candidates for hard-to-recruit labor categories.
  • Develops and updates job descriptions and specifications and develops a pool of qualified candidates ahead of time.
  • Collaborates with hiring managers or representatives of the primes to understand needs, review job descriptions, develop specifications, and identify effective recruiting methods.
  • Creates job requisitions, schedules in-take meetings with hiring manager and external sourcer, confirms pay grade, and posts job requisition in the company’s ATS.
  • Determines applicant qualifications by interviewing applicants, analyzing pre-employment screening responses, verifying references, and comparing applicant credentials to job qualification requirements and overall work scope.
  • Tracks and documents candidates with the correct disposition codes in the ATS.
  • Communicates the availability of applicant skill sets to managers; provides frequent feedback to managers on the status of recruiting activity.
  • Schedules and conducts interviews with hiring managers and the Tech team, requests and documents interview feedback in the ATS, and properly dispositions each candidate after the conclusion of every interview.
  • Maintains regular and close communication with the candidate to answer any questions or address any concerns that arise. Relays feedback to the hiring manager to keep them abreast of status and progress.
  • Notifies HR of selected candidates so they can begin the suitability process.
  • Maintains contact with candidates during the suitability process; once approved, they partner with HR to initiate the onboarding process.
  • Follow up with all new hires two weeks after their start date to check in and send the new hire survey for the new hire to complete.

Required Qualifications:

  • A relevant Bachelor of Science or Human Resources degree. An IT degree with technical recruiting experience is a plus
  • Minimum of 3 years of recruiting experience and at least 3-5 years of Technical Recruiting in the government space, including cleared positions
  • Prior experience with conducting various types of interviews (e.g., structured, phone, Microsoft Teams)
  • Experience with resume databases and Applicant Tracking Systems
  • Sound knowledge of full-cycle recruiting
  • Strong verbal as well as non-verbal communication skills
  • Exceptional time-management and organizational skills
  • Understanding of technology and technical skill
  • Experience in recruitment processes and platforms
  • Good interpersonal and decision-making skills
  • Must be a US Citizen

Preferred Skills:

  • Knowledge of federal and state employment and labor laws and compliance
  • Experience using ADP (ATS)
  • Experience with behavior-based interviewing and administering assessments

Preferred Qualifications:

  • Preferred, successful technical recruiting experience in IT/Government markets
  • SHRM-CP or SHRM-SCP, PHR, and/or CIR strongly preferred
