About the Position

Dexis seeks an experienced Senior Auditor to propose for a Department of State (DOS), Office of the Inspector General (OIG) opportunity. The Blanket Purchase Agreement (BPA) will provide for the development, collection, analysis, and dissemination of research and evaluation studies determined to be of interest by the OIG. This position is contingent upon award.

Responsibilities
  • Leads the development of M&E products, reporting cycles, and data collection and analysis.
  • Manage the design, quality, development and completion of all assessments, analytical reports and evaluations
  • Contribute substantively to the design of and conduct field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks
  • Collects, reviews, cleans, analyzes, and creates data visualisations, designs and conducts trainings, and produces analyses and reports of findings to OIG and other stakeholders.
  • Leads development of a Learning Agenda and M&E Findings/Recommendations Tracker, a Monitoring and Results Framework, and quarterly and monthly monitoring reports.
  • Ensures M&E products that are compliant with the Foundations for Evidence-Based Decision-making Act, the Foreign Assistance Transparency and Accountability Act (FATAA), and DOS policies and definitions.
  • Ensures high quality written deliverables are submitted on time.
  • Oversees data management, organization, and analysis tasks per client/technical specifications.
  • Serves as lead evaluator for select evaluations conducted under this BPA as required.
  • Prepares and submits deliverables as required.
Qualifications
  • Secret Clearance or ability to obtain one before onboarding.
  • Bachelor's degree and at least seven (7) years of relevant professional experience.
  • At least five (5) years of experience related to:
    • Designing and conducting large-scale monitoring and evaluations
    • Designing, testing, and implementing performance evaluation; methodologies, qualitative and quantitative data collection and analysis
    • Preparing and submitting M&E evaluation reports, impact reports, etc.
  • Demonstrated experience leading, coordinating, and delivering comprehensive, large-scale M&E systems
  • At least one (1) year of experience with Department of State foreign assistance-funded programs and requirements.
  • Demonstrated research, analytical and problem-solving capabilities.
  • Demonstrated proficiency with Microsoft software (e.g. Word, Power Point, Teams, SharePoint), including advanced experience in Microsoft Excel.

Preferred Qualifications
  • Experience working with U.S. government agencies, especially with the Department of State.
  • Familiarity with qualitative data analysis, manually or by software such as Atlas.TI or NVivo.
  • Familiarity with quantitative data analysis using Excel, Power BI, or Tableau.
