Duties

The Senior Program Analyst is responsible for performing oversight activities relating to the programs and operations of EAC. To fulfill that responsibility, the Senior Program Analyst is expected to lead multiple, concurrent evaluations, inspections, reviews, and/or other related projects of EAC programs, functions, and operations. Specific tasks would include conducting entrance and exit conferences with management-level staff, conducting risk assessments, developing work papers, and reviewing and analyzing data, and reviewing the work of junior staff. In addition, the Senior Program Analyst develops recommendations for improvements to management operations and policies, drafts reports, and tracks and reports on the status of management's progress toward corrective actions.
Additionally, the Senior Program Analyst:
Supports OIG's audit function by participating as a team member on audits. This may include activities such as the preparation of audit work papers and independent referencing. Contributes to maintaining OIG's Inspection and Evaluation policies and procedures that are reflective of OIG's current processes and applicable standards, principles, and best practices. Takes part in the annual risk assessment process that supports the OIG's annual oversight plan. Assists in performing peer reviews of other OIGs and preparing for the EAC OIG to undergo peer reviews. Participates in Government oversight organizations and/or working groups on behalf of OIG to keep current on government audit issues and IG community initiatives and projects. Helps to support, maintain, and upgrade OIG's project management software. Represents OIG in outreach efforts, as well as efforts to collaborate with other oversight bodies. Maintains professional proficiency by identifying and attending training, as approved by their supervisor, sufficient to comply fully with continuing professional education (CPE) requirements set forth in Government Auditing Standards and other Government-wide training requirements. The Senior Program Analyst performs other duties as assigned.

Qualifications

Competencies:
Comprehensive knowledge of GAO's Quality Standards for Inspection and Evaluation ("Blue Book"). Basic knowledge of Generally Accepted Government Auditing Standards ("Yellow Book"). Ability to assess fraud, waste, abuse, and mismanagement in the operation of federal government programs. Ability to identify and assess risks. Ability to develop work programs, work papers, findings, and recommendations to sufficiently meet evaluation/review objectives and effectively communicate procedures performed in support of conclusions. Ability to assess data quality for reliability, sufficiency, and relevance. Selects and applies appropriate quantitative and qualitative analytical methods and tools to collect, arrange, process, and present data. Ability to draft reports and other similar written communications containing a clear, convincing, and accurate message that is technically sound with conclusions that are thoroughly supported by sufficient documentation and appropriately targeted to the OIG's customers' needs. Excellent oral skills to include the ability to communicate with EAC senior level officials and other senior leadership within the federal government. Ability to manage multiple concurrent evaluations, reviews, or other projects effectively and within time constraints. Ability to use critical thinking skills to analyze and interpret existing and proposed legislation and regulations.
Experience:

Candidates must have at least 2 years of experience conducting reviews, evaluations, or inspections in accordance with GAO's Quality Standards for Inspection and Evaluation ("Blue Book") at an Office of Inspector General or similar audit organization.

At least 2 years of experience conducting audits in accordance with Government Auditing Standards ("Yellow Book") at an Office of Inspector General or similar audit organization.

The following experience is highly desirable:
Bachelor's degree from an accredited institution. Majors in Business Administration, Accounting, Computer Science, Management Information Systems, Political Science, or related fields of study are desirable. Familiarity with federal grants and their requirements. Certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), and/or Certified Fraud Examiner (CFE).

This requires mastery level project management, critical thinking, and analytical problem-solving skills. Complex projects are distinguished by the heightened prominence, scope, or sensitivity of the subject; the difficulties encountered in establishing facts; the need for meticulous execution; and/or a greater amount of data to be considered.
