JOB SUMMARY:

Manages construction projects, prepares detailed technical construction specifications suitable for bidding purposes, detailed cost estimates, coordinates Architect/Engineering (A/E) services and provides administrative support of projects. Oversees projects following contractor selection, incumbent provides construction coordination and inspection services to ensure that specifications, plans and documents are implemented.

ESSENTIAL FUNCTIONS:

The essential functions of the position include, but are not limited to, the following:

1. Supports the Department in the planning of new construction and rehabilitation projects. Supports activities including the preparation of all documents necessary for the submission of HUD required site acquisition
and development plans, documentation for mixed finance closing and real estate closings, and preparation of documents for the submittal of Low Income Housing Tax Credit applications. Experience with municipal governments, development, community development, planning, zoning, and multi-family development a plus.

2. Provides project management through participating in the preparation of detailed technical construction specifications in CSI format for each step of the respective construction process. Prepares GDPM bid
documents to the respective funding program requirements. Prepares detailed cost estimates/budgets
appropriate for the respective funding programs. Produces (or coordinates) sketches and drawings required to clarify construction methods and specifications. Responsible for the coordination of pre-bid, pre-construction, progress meetings and conferences. The duties include the direct supervision of contractors.

3. Maintains construction contract files for GDPM projects. Monitors programs, construction progress and progress payments. Verifies appropriateness of construction schedules, change directives and change orders.

4. Performs construction inspections, provides verification of construction progress and assurance that contract documents are being followed. Assists with final inspection and development of punch-list items.

5. Assist with the selection and coordination of professional services of architects, engineers,
environmental consultants and other professional services. Acts as a liaison between GDPM and these
professional disciplines in the coordination of A/E services for either construction activities or preparation of construction documents.

6. Contributes to value added Department initiatives and is proactive in development and execution of
activities. Performs other tasks as directed by the Department Senior Manager.

ADDITIONAL RESPONSIBILITIES:

The successful individual should possess strong technical knowledge; proven ability to independently
manage small to large projects; proficient at analytical research and report development; ability to write scopes of work and documents without direct supervision; excellent service provider requiring minimal direction and oversight; creative problem solver with excellent personal organizational and planning skills.

SUPERVISORY RESPONSIBILITIES:

None.

WORK ENVIRONMENT:

While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts; outside weather conditions; risk of electrical shock and other risks common to the construction industry. The employee is occasionally exposed to fumes or airborne particles and toxic or caustic materials. The noise level in the work environment is usually moderate.

QUALIFICATIONS AND REQUIREMENTS:

The incumbent must:

1. Have a minimum of a Bachelor’s degree from an accredited institution in urban development, construction management, architecture, civil or architectural engineering, planning and estimating, or equivalent experience and two years of related experience in construction project management and/or construction administration or more than 5 years of related experience in construction project management, construction
administration, construction services, and/or engineering or design.

2. Ability to read, analyze, and interpret financial reports, legal and construction documents, plans, specifications, submittals and pricing.

3. Ability to write professional correspondence, contracting documents, draft presentations and ability to
effectively present information to executive management, public groups, and/or local jurisdictions.

4. Working knowledge of federal requirements regarding construction documents, requirements of pre-construction conference and HUD Comprehensive Grant Program regulations preferred.

5. Ability to respond promptly to common inquiries or complaints from customers, regulatory agencies, or members of the business community.

6. Ability to define problems, collect data, establish facts, and draw valid conclusions.

7. Valid Ohio driver’s license and insurable for driving GDPM vehicles.

8. Basic understanding of computers and computer software. Familiarity with a Windows operating system, Microsoft Office, Excel and CAD operations.

9. Be able to meet the following physical requirements with or without reasonable accommodation:
