INTRODUCTION

Under the supervision of the President / Chief Executive Officer, the Chief Medical Officer will manage the provision of patient care to the organization's patients to ensure that standards, protocols, clinical leadership and direction are all in place so that Unity Health Care is providing the highest quality of care possible to its patients, and at the same time, to implement operating efficiencies aimed at enhancing patient flow and increasing the number of unique patients served. This includes working with operating and executive team members to implement new internal operating processes and systems and working with external partners on collaborative services. They will also partner with the CEO to develop and implement strategies across the organization, including policies and plans to meet the organization's short and long term objectives. They must adapt to a continually evolving environment, be clinically and operations-savvy, and thrive in an autonomous and high-pressure workplace. Knowledge of and demonstrated experience in population health and accountable care environments will be critical to success.

This leader will be enthusiastic, resilient and engaged and demonstrate excellent analytical and abstract reasoning skills, plus excellent organization skills. The leader will be self-motivated with strong intellect and creativity who is highly professional, trustworthy and exemplifies honesty and integrity. They care about staff and patients and display it through proactive engagement.

MAJOR DUTIES/ESSENTIAL FUNCTIONS

Leadership to Medical Staff. Provides leadership to the Unity Health Care medical staff and ensures their clinical competency and that the highest standards of quality and service are maintained. Manages, coaches, supports and provides guidance to Medical Directors. Facilitate, intervene and moderate all major provider-provider, provider-patient, and provider-staff concerns in collaboration with other appropriate provider staff and members of management. Ensures that the medical staff are optimizing the E.H.R. for acre, quality and the financial health in the organization including following through with all requirements of their coding, documentation and credentialing.

Provider recruitment and retention. Collaborates with the Human Resources Department on provider recruitment and retention efforts, and ensuring we have a culturally competent workforce. Lead provider compensation development along with the Chief Human Resources Officer and sets performance goals and Provides recommendations on policies that support the wellbeing of providers and contributes to the development of a provider retention plan. Establish and maintain an ongoing program to orient and develop expertise for provider staff members and current and future medical leadership.

Quality Program. Optimize Unity’s quality program including continuous quality improvement, clinical quality assurance and safety, and clinical risk management. This will include identifying gaps and area of improvement and ongoing monitoring of performance; ensuing the safe provision of care and compliance with the policies and procedures of Unity; and maintaining a set of performance dashboard/database and other key quality indicators to drive improvement in outcomes and provide leadership necessary to meet regulatory requirements and guidelines.

Clinical support services. Provides leadership and oversight of clinical support services including medical assistant and nursing staff, including orientation and training to ensure they have the core competencies to support the clinical practice, optimizes roles and workflows in alignment with the clinical model. Provides guidance and oversight of laboratory and other ancillary health services.

Model of Care and Health Services. Develops the priorities for the medical services offered and programs integrated into day-to-day care. Promotes a culture of relationship-centered communication and patient-centered care. Ensures that Patient Centered Medical Home, integrated Behavioral Health n and trauma-informed care are optimized as part of our health services and that they meet the needs of our community. Integrate evidence-based clinical practices wherever possible, building this into new and existing patient care delivery systems.

Patient Access and Center Flow. Monitors patient access and ensures provider coverage of all Unity Health Care clinical sites. Monitor individual provider and group patterns for productivity and medical services revenue, present data analysis and interpretation to providers, management, staff and Board for review. Collaborates to improve non-medical systems procedures including registration, appointments, and patient flow.

Population Health. In collaboration with the CEO and leadership team, define the strategic direction of population health and collaborate to design innovative models of care delivery, to improve clinical, operational and financial performance. Collaborate with operational leadership on upcoming initiatives on value-based healthcare delivery and ongoing accountable care capabilities.

Medical Education program. Provides oversight and support for Unity’s medical teaching programs including the Family Medicine Residency, NP Residency, BH Fellowship and other student, resident and learner opportunities.

Other duties. Attends the monthly board meetings. Provides feedback to the President/CEO. Participates in internal and external committees, meetings, and tasks as designated by President/CEO

QUALIFCATIONS
  • Must have and maintain current MD license in Washington, DC.
  • Degree in medicine from an accredited school required.
  • Current DEA and CDS Licenses.
  • 10+ years of clinical experience in ambulatory care setting with some contact with homeless patients.
  • 4+ years of experience in a middle management or executive role.
KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of nursing and medical theory and practice.
  • Remain abreast of the latest developments in healthcare.
  • Ability to lead standardization of care.
  • Possess knowledge and understanding of management principles and practices.
  • Possess strong business acumen and knowledge of budget, accounting, procurement, inventory systems, and personnel.
  • Solid, proven managerial and administrative skills and expertise, preferably in environments characterized by time pressure and less-than-optimal staffing levels.
  • Creative skill, ability, resourcefulness and judgment in the analysis and solution of medical, managerial and administrative problems.
  • Excellent written and oral communication skills. Able to handle strong personalities with ease and professionalism.
  • Excellent analytical and abstract reasoning skills, plus excellent organization skills.
  • An energized, enthusiastic, resilient and engaged leader with a strong intellect and creativity.

RISKS

The position involves everyday risk and discomforts, which require normal safety precautions typical of such places as offices, meetings, training rooms, and other UHC health Care Sites. The work area is adequately lit, heated, and ventilated. The position requires contact with staff at all levels throughout the organization. There are also external organization relationships that may be a part of the work of this individual. All medical services shall be provided according to medically accepted community standards of care. The employee shall provide evidence of a recent (within the past twelve (12) months) health assessment that includes a PPD and/or chest x-ray results.
