Job Title: Project Management Specialist III
Location: Austin, TX (3 Days onsite, 2 Days remote)

Job Description:

The Department of State Health Services (DSHS) is seeking Project Management Specialists III to support projects in partnership with agency divisions and programs. These positions will involve monitoring project progress, managing schedules, and ensuring effective communication with stakeholders, management, and other relevant parties. The successful candidates will support project managers in developing initiatives to enhance services, promote program innovation, and improve program operations and business processes, with a primary focus on COVID-19 related activities.

Essential Job Functions:

  • Project Management Services (50%): Provide project management services, including status reporting, budget/spend projections, total cost of ownership assessments, and leading meetings. Responsible for driving projects/tasks to completion and managing the performance of project teams. Develop all necessary project documentation, including plans for managing integration, scope, schedule, cost, quality, resources, communications, risks, procurement, changes, and stakeholder communication.
  • Stakeholder Communication (20%): Ensure ongoing alignment of project objectives with all stakeholders by providing leadership, consultation, and oversight. Regularly communicate project readiness and status through coordinated meetings.
  • Multiple Project Management (15%): Lead, plan, and manage multiple projects while maintaining effective communication with stakeholders regarding risks, changes, progress, and status.
  • Comprehensive Project Oversight (10%): Oversee all aspects of the project lifecycle, including foundation design, release planning, execution, and closeout. Handle and manage change, risk, and quality throughout the lifecycle of the project.
  • Coaching and Mentoring (5%): Mentor agile teams to ensure that all projects deliver the desired outcomes.

Knowledge, Skills, and Abilities:

  • Experience leading or coordinating large projects, preferably with at least one (1) year of direct experience.
  • Expertise in planning and facilitating meetings and/or leading teams. Proficiency in project management methodologies and tools.
  • Advanced skill in using Microsoft Excel. Strong ability to organize and present information effectively, both orally and in writing.

Preferred Qualifications:

  • Bachelor's degree or higher in public health, business administration, public affairs, organizational leadership, communications, or a related field.
  • Knowledge of Microsoft Project.

Initial Selection Criteria:

  • One (1) year of direct experience with DSHS in a similar capacity.
  • 4-8 years of experience in project management, quality management, public health, social services, grants coordination, or related process/change management fields.
