Job Summary

The OSP Engineering Manager will lead the oversight of Outside Plant (OSP) design efforts, ensuring the evaluation and procurement of OSP-related materials, quality assurance of splice plans, and provision of field support to construction teams and installation subcontractors. This role requires daily communication and collaboration with cross-functional project team members, supporting all aspects of project coordination and scheduling. Success in this position hinges on the ability to manage tight deadlines, oversee multiple workflows at different stages of the project life cycle, maintain accurate records, and deliver comprehensive progress reports. Additionally, the OSP Engineering Manager will play a crucial role in driving business improvement by consistently meeting personal and departmental goals and objectives.

 

Essential Duties & Responsibilities:

  • Identify and communicate issues, providing assistance in their resolution.
  • Adhere to best practices in project planning and status reporting, following established processes.
  • Minimize errors and inefficiencies in all project phases.
  • Prepare and present project and program statistics and reports.
  • Review and resolve correspondence and sensitive documents.
  • Coordinate communication plans, including emails, newsletters, and presentations.
  • Work with state, county, and local jurisdictional agencies, utilities, canal districts, railroads, and government authorities to secure approval for proposed OSP facility placements.
  • Recognize and interpret engineering design drawings and, if necessary, take field notes.

 

Safety Duties & Responsibilities:

  • Comply with and promote adherence to Federal and Local Occupational Safety and Health Regulations.
  • Follow industry consensus standards and the Circet USA Injury and Illness Prevention Program Manual.
  • Participate in job site safety and hazard analysis.

 

Education, Experience, and Qualifications:

  • 3-5 years of in-depth knowledge and experience with OSP Engineering, including underground and aerial design and placement, development of fiber splice plans, OTDR and PM/LS testing, OSP materials sourcing, NESC rules and regulations applicable to communications networks is required.
  • Experience managing a team is strongly preferred
  • Proficient with Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint
  • Proficient with QGIS, ARCGIS, IQGEO, SIG, AUTOCAD  
  • Strong organizational and time management skills
  • Strong written and oral communication skills
  • Ability to handle and prioritize multiple tasks
  • Must be resourceful, flexible and maintain the ability to react and respond quickly with a focus on accuracy and details.
  • Displays initiative and strong sense of personal motivation as well as responsibility.
  • Knowledge of the principles, methods, processes, and applicable regulations.
  • Knowledge of working with government agencies, jurisdictions, and right of ways
  • Experience with permit applications/documents.
  • Knowledge of relevant technology and equipment. Must have good judgment, decision-making ability, and attention to detail.
