Bizzell is seeking a Finance and Administration Director at the Tulsa Job Corps Center located in Tulsa, Oklahoma. The Finance and Administration Director will oversee staff engaged in providing services in Finance, Purchasing, Information Technology Services, Property, Student Records, Food Service, and Facilities Maintenance to ensure departmental programs and standards meet all DOL, FAR, PRH, Center, and the Bizzell Group’s requirements.

Duties/Responsibilities:

  • Direct oversight for monitoring the Career Success Standards. 
  • Follows CDSS plan and Code of Conduct system daily.  
  • Evaluates personnel under his/her management and makes recommendations regarding disciplinary actions, promotions, and/or merit increases. 
  • Monitors Tulsa Jobs Corps department budgets and Center. 
  • Oversee staff engaged in providing services in Finance, Purchasing, Information Technology Services, Property, Student Records, Food Service, and Facilities Maintenance to ensure departmental programs and standards meet all DOL, FAR, PRH, Center, and the Bizzell Group’s requirements.
  • Submit all required and requested work to the Center Director office in a timely manner according to assigned due dates and deadlines. 
  • Participates in weekly meetings and special related functions.  
  • Holds weekly departmental meetings with staff to pass on communications from the senior staff meeting and other Center Director directives and informational memos and policy changes. 
  •  Hold staff accountable to ensure students are provided with quality services according to  departmental policies and procedures. Maintains observation reports and follow-up on a daily basis with staff. 
  • Ensure proper conflict resolutions skills are used to resolve direct or indirect issues.
  • Continual support and adherence to the CDSS plan and Code of Conduct system which ensures that the EPCDP is used in a timely, continually, and effective manner to help support students' success. 
  • Comply with all DOL guidelines, OFCCP regulations, Job Corps notices and bulletins, and Center policies and procedures. 
  • Maintains good housekeeping in all areas and complies with safety practices. 
  • Ensure PRH mandated staff training is completed in a timely manner.
  • Monitors the Center’s facility developments and enhancements including national office projects as planned and reports progress and/or concerns to the Center Director. 
  • Works as Acting Center Director as needed when Center Director is away from Center. 
  • Performs other duties as assigned. 

Required Skills/Abilities:

  • Excellent written and verbal communication skills.
  • Proficiency with advanced Microsoft Office applications including Word, Power Point and Excel.
  • Demonstrates the ability to handle multiple projects simultaneously. 
  • Implements the key principles of time management, task allocation and priority assignment in addition to personal organization. 
  • Continually seek ways to improve the service provided via development of professional skills and personal growth. 
  • Initiates and responds to suggestions for improving service.

 Education and Experience:

  • Bachelor’s degree, Business Administration is required.   Masters’ Degree preferred. 
  • Valid State Driver’s License. 
  • Two to three years of relevant experience in accounting with supervisory oversight is preferred.
  • Proficient with Excel spreadsheet applications. 
  • Ability to analyze financial data and communicate results to management.

Physical Requirements:  

  • The employee must occasionally lift and/or move up to 25 pounds.
  •  Specific vision capabilities required by this job include close vision, distance vision, and peripheral vision.
