Our client is family owned and operated for over 32 years. This premiere and trusted caregiver agency serves clients throughout Southern California. The office is located in Encino, and they employ 25 corporate employees and over 275 caregivers that handle everything from newborns to people with dementia and other cognitive issues to those with serious medical conditions.

PRIOR EXPERIENCE IN HEALTHCARE, ESPECIALLY FOR HOME HEALTH CARE AS AN HR MANAGER OR DIRECTOR IS HIGHLY DESIREABLE.

They are currently seeking a full-time, on-site Human Resource Manager/Director, who will be a one-person shop initially, to create and modernize the HR functions of this firm. They need someone who will roll up their sleeves and fully develop an in-house HR department. This role encompasses leading initiatives in talent acquisition and retention, developing corporate policies, managing benefits and compensation, overseeing employee development and performance management, and fostering employee engagement.

The HR Manager will also undertake essential duties in reporting, documentation, and administration, ensuring legal compliance and implementation of the organization’s mission and talent strategy.

Duties/Responsibilities:

Corporate Policy Administration:

  • Work closely with the Leadership Team to align corporate policies with organizational goals, assessing, evaluating, and improving upon the current HR department.
  • Develop and implement personnel policies and procedures, including preparing and maintaining the employee handbook and the policies and procedures manual.
  • Ensure all policies are up-to-date, compliant with laws and regulations, and communicated effectively. Including, but not limited to: Cal/OSHA, Federal OSHA, workplace safety, Workers’ Compensation including DWC-1, Employer’s Report, Payroll Report, FMLA, CA disability, and CA unemployment review and management.
  • Assist in creating and implementing Standard Operating Procedures (SOP).
  • Regularly assess and report on policy compliance.

Benefits, Payroll Oversight and Compensation Management:

  • Research and implement a robust HRIS system and maintain all employee data.
  • Transfer HR functions from the PEO and bring in-house creating a more comprehensive and full-service HR department.
  • Onboard ADP (or similar provider) to take over payroll processing and perform final review after staffing department verification of caregiver and corporate employee hours.
  • Oversee the renewal of health and insurance policies through coordination with brokers.
  • Consult with the Leadership Team to recommend competitive benefit packages.
  • Manage the 401k plan and ensure clear communication of benefits to employees.
  • Assist in developing and managing compensation strategies.

Talent Acquisition & Retention:

  • Develop and maintain job descriptions for all positions within the organization.
  • Utilize social media, staffing agencies, educational institutions, and job fairs to build a robust candidate pipeline.
  • Design and implement strategies to attract and retain top talent, including a candidate selling strategy.
  • Oversee the hiring process, including coordination of interviews, background checks, reference checks and drug screenings (currently utilizes LiveScan).
  • Lead and refine the onboarding process and training to ensure a smooth transition for new hires.
  • Develop and implement strategies to enhance employee retention.

Employee Development and Performance Management:

  • Lead the creation and implementation of training programs and performance management systems.
  • Monitor effectiveness and compliance of training and development initiatives.
  • Provide feedback and suggestions to improve performance management processes.
  • Handle employee relations counseling and exit interviews if applicable.

Employee Engagement:

  • Champion a positive organizational culture and address employee concerns as the first point of contact.
  • Implement tools to measure and enhance workplace culture.
  • Coordinate the resolution of employee issues, maintaining thorough documentation.
  • Complete and submit insurance and governmental reports accurately and timely.
  • Contribute to safety initiatives and maintain accurate documentation of safety records and employee files.
  • Lead and participate in special projects as required.
  • Other responsibilities as assigned by managers.

Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, or a related field. HR certifications (e.g., SHRM-CP or PHR) are preferred.
  • Prior experience working in healthcare or related field a plus.
  • At least 5 years of HR experience, with a focus on managing recruitment, employee relations, and performance management systems.
  • A solid understanding of CA HR laws, regulations, and best practices.
  • Experience in automating and modernizing HR departments; start up experience a plus.
  • Strong communication and interpersonal abilities, capable of motivating and leading a diverse team.
  • Creative problem-solving skills and the ability to devise innovative HR solutions.
  • Excellent organizational skills, with the capacity to prioritize tasks in a dynamic environment.
  • Strong computer skills and HR systems and platforms savvy.
