Office Engineer

Function: Responsible for assisting the Resident Engineer with the administration of construction contracts. The Office Engineer provides assistance in constructability review, monitoring and management of contracts in the field, including communications with contractors, coordination of work activities of contractors, consultants and owner, and maintaining project documentation.

Job Duties and Responsibilities:

  • Assist with constructability review
  • Assist in schedule preparation & review
  • Assist in cost review
  • Assist in value engineering and track value engineering items
  • Assembles PCO/CO package for owner approval, with necessary back up
  • Background research for Requests for Information (RFIs)
  • Assist with coordination of inspections.
  • Assist with coordination of the development and resolution of punch lists
  • Assist with coordination of the shop drawing/submittal review and approval process
  • Assist with determining the merit of change order requests
  • Takes and maintains project progress photographs
  • Maintains photographic/video documentation of dispute/claim issues
  • Gathers the necessary documentation for dispute issues and maintains up-to-date dispute files
  • Tracks PCOs/COs in On-Line System
  • Logs & tracks RFIs in On-Line System
  • Logs and maintains office copies of submittals
  • Maintains of a set of contract drawings with addenda, RFI, change orders, etc.
  • Prepare and input daily reports
  • Participates in construction start-up and jobsite meetings
  • Prepares meeting minutes for managers’ review
  • Prepares project monthly reports for Resident Engineer’s review
  • Prepares project documents
  • Assist with processing of payment applications
  • Develop and maintain a library for guarantees, warranties, O&M manuals, record drawings, spare parts, keys, attic stock, etc.
  • Receives from contractor and delivers to the owner contract required guarantees, warranties, O&M manuals, record drawings, spare parts, keys, attic stock, etc.
  • Reviews documents to become knowledgeable about the project
  • Verifies that the contractor is maintaining project as-built drawings
  • Prepares Close-out Documents
  • Communicate with high level managers and field personnel

  • Microsoft Office Suite including Word, Excel and PowerPoint (intermediate/advanced)
  • Jobsite safety
  • Mechanics of critical path method scheduling
  • Monthly reports
  • Process of professional construction management applied to a construction program from conception to completion for the purpose of controlling time, cost and quality
  • Punch list and other closeout processes
  • Purpose and contents of a Project Management Plan
  • Purpose and contents of a Site Specific Work Plan
  • Roles and responsibilities of the various team members and entities
  • Various components of “front end” specifications for construction contract documents

Ability to:

  • Prepare correspondence related to technical issues for Resident Engineer review
  • Assemble back up material as needed & package in an orderly manner
  • Calculate a simple CPM schedule to determine critical path
  • Coordinate procurement and review of all close out documents
  • Assist with development & update construction schedule
  • Assist with develop & Update Master Schedule
  • Develop spread sheets using Excel
  • Research and review documentation during claim mitigation/defense
  • Establish and maintain an effective filing system
  • Review of RFIs, submittals etc,
  • Log and track RFIs, PCOs, submittals, correspondence and other project documents
  • Maintain daily reports
  • Maintain positive relationships with existing clients
  • Prepare back up material for Change Orders to enable effective negotiations
  • Assist with the preparation and update of construction procedures
  • Prepare correspondence related to technical issues
  • Prepare minutes of meetings
  • Prepare Monthly Report documentation
  • Create at-a-glance reports
  • Read contract documents & understand various stages of drawings & specs
  • Assist with review of CPM schedule prepared & updated by contractor
  • Review submittals for compliance as to form
  • Understand roles & responsibilities of team members

Special Requirements

Candidate should be familiar with construction documents and construction management practices of transit agencies and have experience in the interaction with the operating system of the transit agencies.

Specialties and experience desired in: Architectural finishes, lighting, ceiling system, fire suppression system, CCTV system.

Required Education and Experience

  • Technical or equivalent degree + 5 year experience is preferred (experience must be directly related to the fields of construction or engineering in transit industry)
