This position is located in the Organizational and Management Policy Directorate (O&MPD) within the Office of the Performance Improvement Officer and Director of Administration and Management (OPIO-DA&M). The Governance Integration and Policy Analyst will provide direct support to the Secretary of Defense (SecDef) and Deputy Secretary of Defense (DepSecDef) decision-making forums and deliver in-depth analytical support to O&MPD senior leadership and portfolio managers in response to deliberate urgent organizational and management planning and policy. The position requires familiarity with the Pentagon, DoD organization/structure, and senior leader decision-making; the ability to work in fluid environments with evolving direction; and experience interfacing with DoD senior leaders.

In support of senior leader meetings, specific tasks include:

  • Work directly with the O&MPD portfolio leads to draft, revise, and finalize official policy and obtain the coordination and opinions of Principal Staff Assistants, the General Counsel of the Department of Defense, the PIO/DA&M, the Director, O&MP, and Defense Agency and DoD Field Activity Directors prior to being presented to the SecDef or DepSecDef for signature and dissemination Department-wide.
  • Support the preparation of white papers, Department-level strategies, and roadmaps, read-aheads, Principal-level briefings, the hosting of senior official working groups, and oversight management reviews of special projects.
  • Act as the primary staffing element for governance processes to include meeting support for the SecDef and DepSecDef Immediate Offices in planning, execution, and analytic support for the following active forums:
    • SecDef – Large Group, Secretary of Defense China Brief (SD China), and China Integrated Deterrence Synchronization (CID Sync)
    • DepSecDef – Deputy’s Management Action Group (DMAG), Deputy’s Workforce Council (DWC), and Deputy’s Innovation Steering Group (DISG)
    • Supporting Tier – Legislative Review Panel/Deputy’s Legislative Review Panel (LRP/DLRP) and Climate Working Group (CWG)
  • Coordinate daily across the Department with governance meeting office of primary responsibilities and attendees, liaising between Immediate Office leads and components ensuring alignment and transparency, and serving as an honest broker for elevating component governance-related concerns.
  • Streamline and integrate DoD governance processes.
  • Foster process improvements and data-driven decision making in senior governance fora (including ADVANA integration).
  • Advise Supporting Tier and other Principal Staff Assistants on the development of charters and governance structures.
  • Aid in governance support and training to DoD Components.
  • Develop and conduct training on Cross-Functional Teams (CFT).
  • Interact and build relationships with various DoD Components (OSD, Joint Staff, Services, others) to gather information on status of strategic initiatives; compile and analyze data; and support briefings and task development.
  • Other duties and responsibilities, as assigned.

This position requires on-site support in the Pentagon, Monday through Friday, during core business hours of 9am-3pm. This position is not open to remote or hybrid work options.

SKILLS & EXPERIENCE:

Requirements:

  • Knowledge of the current DoD functions and organization, including working knowledge of applicable issuances, such as are:
    • DoDD 5105.53, “Director of Administration and Management”
    • DoDD 5100.01, “Functions of the Department of Defense and Its Major Components”
    • DoDD 5101.1, “DoD Executive Agent”
    • DoDD 5105.79, “DoD Senior Governance Councils”
  • Pentagon experience at the OSD, Joint Staff, or Service level, preferred.
  • Experience with DoD governance forums, meeting management and execution, and senior leader stakeholder engagement.
  • Comprehensive familiarity with DoD and OSD policy, priorities, and strategy.
  • Professionalism, tact, and experience working with senior DoD leaders.
  • Exceptional interpersonal skills with the ability to work as part of a team.
  • Demonstrated ability to work in a fast-paced team environment, adapt to rapidly changing requirements, and multi-task capabilities.
  • Ability to produce quality work independently or in a group setting, provide solutions to customer issues, and solve problems quickly.
  • High level of proficiency of the English language, both written and oral.
  • Demonstrated proficiency with the Microsoft Office Suite of applications, especially Word, Excel, PowerPoint, and Teams.
  • Active Secret clearance required at the date of hire and able to obtain a TS/SCI clearance.

Preferred Qualifications:

  • Expertise in project management, metric development and comparison, and other data-based capabilities for effective management of complex organizations.

EDUCATION & YEARS OF EXPERIENCE:

  • Bachelor’s degree in a relevant field of study, Master’s degree preferred.
  • 8 years’ experience providing services to senior General/Flag Officer ranks and/or Senior Executive Service levels within the DoD, other government agencies, or industry corporate equivalents.
