Position Summary

We are in search of a seasoned Director of Business Development to enhance our growth initiatives within Publicis Groupe's U.S. Government sector. Reporting directly to a senior executive at PlowShare, this role involves spearheading government engagements for PlowShare and overseeing significant pursuits across various government agencies within Publicis. The successful candidate may also engage in nonprofit initiatives.

The ideal applicant will leverage our exceptional capabilities to formulate and implement marketing and sales strategies aimed at generating new business revenue. This includes assessing relevant past performance and operational needs to support our team in driving growth within the Government sector.

Key Responsibilities
  • Formulate strategic plans with actionable steps to expand business from existing clients and increase market share.
  • Lead initiatives for generating leads and developing capture strategies.
  • Continuously refine the new business process and response content to enhance pipeline growth and conversion rates.
  • Support the creation of thought leadership and marketing materials.
  • Expand the opportunity pipeline through timely identification and qualification of new business prospects, utilizing current technologies and inter-company collaboration.
  • Establish and nurture relationships with business partners, including both large and small enterprises.
  • Guide the identification, qualification, and pursuit of strategic business opportunities.
  • Utilize market intelligence and competitive insights to inform targeted pursuits and advanced marketing strategies.
  • Participate in bid decisions and develop pricing and cost strategies.
  • Lead agency pitches and proposal efforts.
  • Conduct research and analysis on financial, technological, and demographic factors to capitalize on market opportunities and mitigate competitive threats.
  • Manage and mentor a business development associate in maintaining agency collateral and marketing intelligence.
  • Utilize CRM systems to foster contact with prospects and support marketing initiatives.
  • Collaborate with the Finance Director to develop pricing strategies that maximize market share.
  • Prepare comprehensive sales and marketing reports.
  • Ensure compliance with internal and government reporting requirements.
Qualifications

The ideal candidate will possess a minimum of 10 years of experience in business development, including at least 5 years in government contracting, characterized by:

  • Proven sales and business development experience with government programs and established relationships with government program officers.
  • Ability to effectively engage with major government prime contractors.
  • Exceptional skills in strategy development, execution, and leadership.
  • Capability to manage competing priorities and adapt approaches as necessary.
  • Familiarity with federal market intelligence tools and services.
  • Strong customer service orientation and ability to work within diverse teams.
  • Proficiency in Microsoft Office and other relevant software.
  • Demonstrated leadership qualities with the ability to inspire and motivate others.
  • Strong negotiation, planning, critical thinking, and problem-solving skills.
  • Ability to perform calculations related to pricing and financial analysis.
