ROLES AND RESPONSIBILITIES

The contractor shall identify an Acquisition Governance and Oversight (AGO) and Acquisition Support Directorate (ASD) Lead who has demonstrated
strong managerial experience organizing, planning, directing, and managing contractor staff.
The AGO and ASD Lead will assist the CSS Program Manager in providing required team leadership and guidance, program management vision; consult with senior leadership as needed in support of the AGO and ASD day to day operations. 4.2.1.1 Support Knowledge Management functional area by using concepts, processes,
tools and methodologies of knowledge management.
4.2.1.2 Assist with development, design, set up and maintenance of a web site/portal for knowledge dissemination.
4.2.1.3 Analysis, interpretation and implementation of regulations, directives and procedures pertaining to knowledge management.
4.2.1.4 Create documents and implement knowledge management governance policies and procedures.
4.2.1.5 Identify critical organizational needs for retaining and leveraging knowledge from the acquisition workforce.
4.2.1.6 Understand the organizations' strategic plan, mission, vision and goals and use them to develop an approach for a CBP wide acquisition knowledge management
campaign.
4.2.1.7 Develop and provide employee training on knowledge management tools.
4.2.1.8 Provide support in the area of records management. This would include review and editing of reports, documents, records or other material to verify completeness, accuracy, and conformance with statutes, regulations and precedent decisions
4.2.2 Acquisition Workforce Management Support
The contractor shall:
4.2.2.1 Support CBP Acquisition Workforce (AWF) career training and development needs for DHS acquisition certification disciplines. Support training system of
record end-user course registration needs, including guidance and user Help Desk response for which courses to take (for all above certification paths & levels); assistance with training system of record end user and course registration enrollment, attendance & course completion questions; and serve as liaison to DHS Registrar's Office for CBP employee training system of record course registration issues/complaints/recommendations.
4.2.2.2 Support CBP's implementation of the DHS AWF professional certification career development needs, including guidance and user Help Desk support for documenting experience, education (if applicable), and certification policy requirement attainment (for all above certification paths & levels); assistance with
resume tailoring and documenting experience within DHS allowed timeframes to demonstrate skills and competencies meet DHS certification policy requirements; and support CBP "Component Certification Manager" (CCM) and "Acquisition Career Manager" (ACM) roles.
4.2.2.3 Assist in development, implementation, management, and monitoring of OA Acquisition Workforce (AWF) statistics, including reporting and metrics from training system of record and CBP sources.
4.2.2.4 Assist CACM/CCM/ACM personnel in identifying, responding to and monitoring funded and unfunded requirements regarding CBP's non-contracting AWF
management, Congressional testimony, GAO, IG, or CBP internal control or audit, and/or DHS inquiriesregarding HPPG-8 or other AWF- related program staffing or
performance measurements; assist with responses to DHS, Program Accountability and Risk Management (PARM), AWF or other offices regarding CBP AWF training needs, data calls, and assessments.
4.2.2.5 Support Continuous Learning (CL) outcomes for CBP non-contracting Acquisition Workforce (AWF) career training by weekly management of
internally or partner-developed Acquisition Workshops, including workshop topic arrangements, schedule management, advertising workshops within CBP, deck/content development support and peer review/vetting (prior to presentation). Also includes speaker/presenter facilitation, hosting, and introduction; workshop participant registration and materials preparation; attendance taking & student tracker/metrics reporting; facilitation of in-person and remote attendance (via TEAMS and phone conference); distribution & collection of participant feedback surveys (in person & electronically); creation & distribution of participation attendance certificates for CL point award; and production of monthly Dashboard metrics & reporting inputs for executive performance measures.
4.2.2.6 Support the DHS/CBP Acquisition Career Program (such as APCP-X) program management within CBP, including: logistical arrangementsfor event; arrange
meetings and escort of Cohort members and guests as needed; coordination and scheduling of monthly cohort events with Component Advisor; facilitation of CBP office rotation bidding, cohort preferences, and placement decisions; facilitation of permanent hiring process, including creation of materials and instruction for interview panels members, cohort members, and executive review boards; management and tracking of cohorts assigned to CBP during rotations; assistance with CBP Component review and approvals of quarterly evaluation forms including Rotation Plans, Individual Development Plan & Quarterly Performance Evaluations; assistance with cohort- member specific needs/issues;
and production of monthly Dashboard metrics & reporting inputs for division performance measures.
4.2.2.7 Assist in development, implementation, management, and improvement of forms associated with ASD workforce support programs (i.e., APCP-X, CL workshop,
or other administrative/technical support as assigned by Director).
4.2.3 Acquisition Workforce Strategic Human Capital Planning & Support
The contractor shall:
4.2.3.1 Support strategic acquisition human capital planning and acquisition workforce management (for CBP non-contracting Acquisition Workforce, (AWF) employee
life cycle, including: contributing to OA and CBP Acquisition Human Capital Strategic Plan (AHCSP) drafts /annual submission for DHS and CBP planning cycles; researching best practices to make recommendations for improved AWF recruitment, hiring, training & development, certification, retention, reward and recognition practices; ongoing support for OA Succession Planning & Management (SP&M) efforts with PAE and OTD; and other strategic planning needs as assigned by Director.
4.2.3.2 Support strategic AWF analysis and management needs of Directorate, including: AWF construct analysis, position analysis & mapping to identified AWF positions
with certification types/levels desired; contributing to re-writes of Position Descriptions (PDs) for possible reclassification; research as needed regarding bargaining unit contract and related issues; coordination of meetings with CBP PAE, PAE /LER, and PAE /IT systems personnel to identify methods of codifying AWF requirements (both process and systematically); outreach (outside of OA) to partner CBP offices, teams, and PMOs for similar piloting of AWF coding and
classification; designing measurements to evaluate revised AWF coding, hiring and management practices; and working with DHS offices in support of Department-level AHCSP efforts modeled after CBP pilots/implementation.
4.2.3.3 Assist with development, implementation, management, and improvement of performance metrics around CBP AWF management, and other workforce analysis, strategic planning, administrative or technical support as assigned by Director
4.2.4 CBP Acquisition Governance Support
The contractor shall:
4.2.4.1 Support U.S. Customs and Border Protection (CBP) Component Acquisition Executive staff developing acquisition policy; conducting oversight and governance on all CBP Acquisition Programs; and related efforts by providing advice and guidance on the acquisition process. This also includes reviewing acquisition documents and plans and developing analysis on how well the programs are planned and are executing.
4.2.4.2 Assist the Government personnel with preparing correspondence, briefings to programs and senior leaders and tracking actions.
4.2.4.3 Contractor staff supporting this task must have knowledge of the program management field and acquisition management. In particular, they must understand the DHS Management Directive 102- 01 and its supporting guides, DoD 5000, Program Management Institute guides and/or Federal Acquisition Institute guidelines.
4.2.4.4 Assist with development, implementation, management, and improvement of performance metrics around acquisition governance and policy.
4.2.4.5 Support other acquisition analysis, strategic planning, administrative or technical support as assigned by Director Acquisition Policy and Oversight.
4.2.4.6 Assist in the central coordination for performance measures, planning, metrics reports and analysis on OA programs and activities.
