POSITION OVERVIEW

This is an at-will position that reports directly to the Governing Board. The Chief Executive Officer (CEO) is responsible for the day-to-day hands-on leadership and management of North Coast Opportunities, Inc., a multi-program geographically dispersed 501(c)(3) non-profit corporation serving diverse community needs across Northern California. The CEO leads and supervises directors of a variety of programs and projects, the chief financial officer (CFO), chief people officer (CPO), and other administrative staff. The CEO must interpret and cultivate the corporate culture embodied in NCO’s mission and vision statements balancing vision with fiscal accountability and meeting funding and service goals for all programs and administration. The governing board will set performance expectations, priorities and goals with the CEO at the beginning of the CEO’s employment and at least annually thereafter as part of a collaborative performance evaluation.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Collaborate with program directors to develop, implement and evaluate the agency’s and programs’ budgets and the long range goals and policy objectives of the governing board and the organization as a whole. Align work behavior and management style to conform to NCO’s mission, vision and values statements.
  • Coordinate and integrate all agency and governing board activities and meetings, and facilitate the flow of information and needs among administration, the programs and board members; ongoing status reports, and program information. Initiate and coordinate specific recommendations to the governing board and executive committee.
  • Collaborate with the board and program directors to lead the organization in implementing the agency’s current strategic plan, resource development, securing financial stability, and fund raising.
  • Along with the governing board, set and reinforce a positive, inspirational organizational and managerial culture. Implement and mentor the continuous improvement of programs, the organization, and employees. Participate on teams and special committees.
  • Oversee the recruitment and management of program directors, CFO, CPO, and other reporting staff, including the power to terminate (with the appropriate authorizations required by law or regulations).
  • In collaboration with the leadership team, evaluate and structure the resources and programs of the agency to assure responsiveness to clients and community needs, funding sources and program requirements, fiscal and organizational effectiveness.
  • Represent the agency in developing cooperative and collaborative programs with other community groups and agencies to enhance NCO’s visibility and reputation.
  • Oversee fiscal management of the agency in conjunction with the CFO, which includes oversight of the preparation of an annual budget and providing budget reports and recommendations to the governing board. Represent the agency in securing financial resources with all federal, state, and local jurisdictions and private funding sources.
  • Oversee agency risk management in all insurance matters. Exercise authority over and supervise lease preparation, property control and equipment maintenance for the agency. Control maintenance and security of all assets, information, and financial records. Oversee agency buildings and facility maintenance and repair.
  • Supervise and oversee the supervision and oversight of agency-wide information technology and information service employees, services or providers and the effectiveness of fiscal / computer systems for the agency.
  • Assume a front-line positive presence in political and community interactions relating to present or potential NCO interests, or delegate staff assignments to represent NCO as appropriate.
  • Make an annual presentation regarding NCO’s existing, new, and developing programs to the NCO Board of Directors and other community members as deemed appropriate.

JOB QUALIFICATIONS

Education, Training and Experience:

  • Bachelor’s degree from an accredited school in business or public administration, social work, management, or related field with progressively responsible experience supervising or managing a non-profit, private, or public sector social or human services program.
  • Requires knowledge of non-profit organizations and Community Action-based agencies, with some experience or knowledge of fund-raising and grants writing.
  • Must be a fluent and expert communicator in written and spoken English, proficient public speaker and comfortable talking to groups and individuals, with strong interpersonal skills. Bilingual English/Spanish communications skills are highly desired.
  • Must have demonstrated experience in establishing and growing collaborative and cross-functional partnerships within their community.
  • Managerial experience in a comparably sized organization is preferred.
  • Work history should include experience in human resource development, public relations and fundraising, and demonstrate a successful track record in many of the following key areas:
    • Working with a Board of Directors
    • Strategic planning
    • Organizational restructuring/development
    • Community impact development and collaboration
    • Budgeting and resource acquisition and contract management
  • Experience managing programs or departments in dispersed geographical areas is highly desired.

Knowledge, Skills and Abilities:

  • Knowledge of non-profit organizations, federally or state mandated programs, with an understanding of community-based programs, such as child care and health programs, early childhood education, social service issues, community action programs, and serving low-income communities.
  • Effective interpersonal skills in interacting with others in a culturally and emotionally sensitive manner.
  • Skilled in organizing time and tasks, able to meet deadlines and motivate others to meet their deadlines. Strong ability to delegate tasks and responsibilities strategically to fulfill management objectives.
  • Energetic and physically capable of handling a demanding workload, with travel, and frequent meetings. Demonstrates the ability to balance a variety of tasks and pressures to complete goals and maintain an emotional balance and productive work environment for one’s self and staff.
  • Strong managerial leadership skills, inspiring managers and supervising directors within a collaborative leadership framework.
  • The ability to motivate and empathize with program directors, managers, and staff while maintaining accountability for achieving identifiable service and funding goals.
  • Knowledge of various software programs, including cloud-based platforms and Microsoft Office 365. Exhibits a capacity for continuous learning and an appreciation for the significance of incorporating technology into agency operations, even in the absence of detailed technical expertise.

Necessary Special Skills & Requirements:

  • Employment is contingent upon completion of a Criminal Record Clearance as required by the Head Start Standards and/or contract terms and as demonstrated by providing a receipt to the Agency from the screening organization performing the background check.
  • For work-related driving, must have a valid California driver’s license, a verifiable good driving record, and access to a vehicle with insurance that covers the employee as a driver OR reliable transportation with proof of automobile insurance.
