CORE FUNCTIONS:

Candidates must be available to work at the client site at the Mark Center at the request of the government. Responsibilities of the Policy Analyst will be carried out in a combination of remote and on-site work and will include the following:


  • Monitor suicide prevention-related efforts within the Department by conducting benchmarking and best practices research within the Department and externally with Federal agencies, non-government and non-profit organizations, and academia, providing updated findings on a quarterly basis.
  • Research and develop draft information papers and/or other written reports that may be used by DSPO to develop, manage, monitor, evaluate, review, maintain, and reissue DoDI 6490.16, DoDI 6400.09, and other strategies and policies with DSPO equities. Provide administrative and logistical support in the coordination process that includes but is not limited to collecting comments from stakeholders; organize and consolidate comments; provide comments for DSPO to resolve; and track adjudication of comments from stakeholders. Track and monitor the implementation status of policy and strategy with DSPO equities.
  • Identify and document strategy and policy issues/concerns and provide recommendations for resolution or alternate courses of action. Track and provide a monthly update on new or updated DoD or other Federal or public sector stakeholder strategies and policies with DSPO equities and their potential impact.
  • Review new tasks, reports, briefings, audits, legislation, and related legislative documents and provide summaries to help DSPO determine impacts to DSPO strategy and policy efforts (directly and indirectly).
  • Develop and maintain a centralized tracking mechanism for all inquiries and requests for information.
  • Review requests for information and gather inputs for DSPO to develop response. Review DSPO responses for errors and inconsistency with DSPO policy.
  • Develop and manage a centralized compliance review tracking mechanism to gather data and information on policy requirements and status on implementation of DoDI 6490.16 and DoDI 6400.09 with the Military Services and OSD Components and provide a report of findings
  • Gather information from internally and externally directed audits, compliance reviews, and inspections (i.e., Inspector General, Governmental Accountability Office, etc.). Track and monitor the implementation status of governmental recommendations associated with these audits, compliance reviews, and inspections the DSPO mission.
  • Evaluate short-, mid-, and long-term actual and/or projected strategy and policy outputs and outcomes to gauge for effectiveness and efficiency.
  • Provide a quarterly update on potential strategy and policy impacts to include any challenges, successes, congressional/public interest, and recommended courses of action.
  • Gather, draft, track stakeholder coordination, and track the Annual Report on Suicide in the Military (ARSM) development process, to include review for errors. Serve as secondary action officer throughout the ARSM planning, development, and rollout stages.
  • Gather and consolidate input from government staff and update customer slide presentations and background papers as tasked.
  • Provide strategy and meeting support for DSPO governance structure meetings, as needed.
  • Provide meeting support as needed.
  • Take meeting minutes as needed.
  • Provide on-site support at outreach tabling events.

Skills in:

  • Communicating effectively in writing to meet the needs of the audience or recipient of the information.

Education and Work Experience:

  • Education: Bachelor's degree or master's preferred
  • Work Experience: Minimum of 5 years professional experience.

Industry Knowledge:

  • Experience working in the government contracting environment.
  • Experience working with Department of Defense (DoD) suicide prevention and other mental health policies and initiatives.
  • Familiarity with Office of the Secretary of Defense and Department of Defense writing styles as contained in DoD Manual 5110.04-M, Volume 1, DoD Manual for Written Material: Correspondence Management and DoD 5110.04-M, Volume 2, DoD Manual for Written Material.
  • Proficiency in assessing, planning, implementing, coordinating, monitoring, and evaluating as a project lead.
  • Proficient with Microsoft Office 365 Suite including but not limited to Microsoft Teams, Excel, PowerPoint, and Word.
  • Ability to work independently.
