We are seeking candidates for the position of Program Manager (8018) - Zero Emission Bus in the AEE&M/Bus Vehicle Engineering.

Starting Salary: $152,126.00

Additional $5,000 salary increase for having a Pennsylvania PE License.

OVERALL DESCRIPTION

AEE&M

Manages, develops, and maintains all technical aspects of the transition to a zero-emission bus fleet for the Authority.

SPECIFIC RESPONSIBILITIES

AEE&M
Develops fleet management and replacement strategies in conjunction with zero-emission capital planning operations and other departments within SEPTA. Coordinates internal resource assignments to deliver zero-emission projects whilst developing and cultivating skills within the authority to create a viable zero-emission team that is competitive. Manages SEPTA resources associated with zero-emission initiatives for new bus fleets and coordination with various stakeholders to ensure projects meet budget & schedule requirements. Establishes staffing levels, both internal and contracted, necessary to support zero-emission vehicles and related programs. Directs and coordinates the activities of SEPTA departments to support the acquisition of new zero-emission vehicles including system testing, development of maintenance procedures and supporting documentation. Works closely with appropriate local, state, and federal-level agencies (e.g., PennDOT, APTA, FTA) to ensure new zero-emission vehicles fully comply with applicable regulatory requirements. Manages communication and coordination with subcontractors, partners, suppliers, and with the applicable project team liaisons. Prepares program status reports as required to present to management showing budget and schedule highlights and potential risks. Reviews existing processes and behaviors and development into best industry-wide zero-emission practices. Provides lead expert guidance to Zero-Emission Program management, supervises consultant activities and other support staff as required for specific assignments and within the guidelines provided by the Zero-Emission Playbook and reporting structure. Complies with all Authority and departmental safety & security policies and procedures, as well as all applicable job safety responsibilities. Reports any safety concerns, compromises, or hazards affecting self and other employees. Responsible for individual’s own safety and is encouraged to promote the safety of others. Performs other duties as assigned.

QUALIFICATIONS AND EXPERIENCE

AEE&M
  • Bachelor’s Degree in Engineering required with a minimum of ten (10) years of progressive experience related to vehicle fleet management and/or power systems, which includes a minimum of five (5) years of managerial/supervisory experience required.
  • In lieu of a Bachelor’s Degree, an equivalent combination of experience and education (i.e., two (2) years of related experience, equating to one (1) year of formal post high school education) may be considered in lieu of the above requirements.
  • Proven project management experience with a complex and multi-phase project required.
  • Proven experience using computer business applications and systems essential to the field required.
  • Must possess strong interpersonal and communication skills and the ability to deal effectively with a wide range of professional, supervisory and management personnel at all levels of the organization required.
  • Strong analytical skills with a proven ability to handle and resolve complex problems related to engineering, multi-prime construction, project management, and contract administration issues, required.
  • An ability to work during nights, extended weekends, and summer shutdowns, through project completion, is imperative, required.
  • Must possess a valid driver's license.
