Role Responsibilities:

The Program Operations Manager (POM) will act as the principal representative for Production Operations, ensuring the fulfillment of cost and schedule commitments to both the Program Office and external stakeholders. The POM will serve as the main liaison between Operations and the Program Management Office (PMO), as well as other departments such as Engineering, Supply Chain, Quality, and Finance, orchestrating the action plans and requirements of production operations. The POM will collaborate with fellow POMs to address priority conflicts on the production floor, aligning with all program objectives. Additionally, the POM will take on the role of Earned Value Management Control Account Manager (CAM), tasked with establishing and maintaining labor baselines while evaluating Risks & Opportunities. The POM will devise and implement manufacturing program plans and timelines to guarantee the successful execution of production with appropriate staffing levels. The POM will lead the manufacturing support team through problem-solving initiatives by comprehending program goals, trade-offs, and schedules.

In this capacity, the POM will coordinate the implementation of make/buy policies and assess the capital expenditures necessary to achieve program goals for assigned projects. The POM will also assist in proposal development for new business opportunities and modifications to existing programs. Furthermore, the POM will engage in Capacity Planning for the site by providing insights on future projected work to the Plant's Master Scheduling Team and collaborating with them to maintain manufacturing and testing schedules for ongoing projects. The POM will significantly contribute to the formulation of process enhancements aimed at improving cost and schedule performance by leading and involving cross-functional teams to identify and leverage areas of opportunity.

The POM will oversee L3Harris Maritime Power and Energy Solutions (MPES) Philadelphia site programs, which encompass the production of intricate electronic and power conversion equipment utilized in U.S. Navy sea vessel applications. The POM's responsibilities will span multiple programs with an annual sales total of approximately $40M and will report directly to the Site Operations Lead / Senior Manager of Operations.

Key Functions:

Holds authority and accountability for the technical scope, schedule, and cost associated with required operations activities on an assigned program. Acts as the primary contact for technical, cost, risk/opportunity, and schedule performance related to the assigned program. Collaborates with other Integrated Project Team (IPT) Leads, Functional Managers, and leadership to foster successful action planning and execution. Engages frequently with multiple functions (e.g., Design Engineering, Contracts, Manufacturing, etc.) and the program office. Contributes to the overall Program by providing schedule inputs and adjustments into the Integrated Master Schedule (IMS), ensuring timely and effective change management processes and procedures. Monitors the Rolling Action Item List (RAIL) performance, ensuring immediate attention to issues and prompt implementation of corrective actions and recovery plans. Plans and coordinates activities to support the verification and validation of new processes and product enhancements. Supports multidisciplinary program reviews and presentations throughout various phases of development, certification, and production readiness with both internal and external stakeholders. Demonstrates understanding and application of Earned Value Management principles. Engages in Project Management activities. Oversees Material/Production Planning and Scheduling. Facilitates Operations, Manufacturing, and Quality involvement in design development to identify and resolve manufacturability, testability, and inspectability challenges. Aids the organization in the development and execution of operational philosophies and business strategies. Develops, implements, and sustains success metrics, incorporating best practices, and effectively communicating improvements. Manages behavior, performance, and key deliverables across a matrix organization.

Required Qualifications:

Bachelor's Degree in Operations Management, Engineering, Supply Chain, or a related field. A minimum of 3+ years of experience leading a multi-functional, technically oriented Integrated Product Team in an operations setting. Significant experience with the execution of earned value management (EVM); skilled in creating and managing budgets for both operational and capital expenditures. Proficient in all phases of manufacturing and program management (development, planning, conceptual design, requirements definition, preliminary design, prototyping, testing and evaluation, integration, entry to production, etc.). Extensive experience in manufacturing; preferably in Shop Operations. Experience in Operations Planning, Quality Assurance, Manufacturing/Industrial Engineering, and Continuous Improvement is also desirable. Strong analytical and technical writing skills in operations and engineering, with the ability to effectively communicate, present data, and explain results to leadership, subordinates, and peers. Proven ability to manage multiple tasks and prioritize assignments effectively. Demonstrated experience in project management, including the establishment of detailed, resource-loaded, logic-driven schedules. Knowledgeable in the assembly and testing of electronic components or systems. Familiar with computer-based project management tools related to resource planning, scheduling, and cost monitoring. Experienced in preparing and presenting business status updates, presentations, and business cases to executive leaders and external customers. Excellent verbal and written communication skills. Strategic thinking and problem-solving capabilities. Proven experience in identifying process constraints, developing improvement plans, and implementing processes for enhancement. Advanced proficiency in MS Office products, including Project, Excel, Word, and PowerPoint. Skilled in the application of Lean and Six Sigma manufacturing tools/methods. Ability to manage, coach, train, and motivate teams in a technical environment. Exceptional interpersonal and coaching skills for collaboration with all organizational levels. Capability to obtain and maintain a secret security clearance. U.S. Citizenship is required.

Preferred Experience/Education Qualifications:

Master's Degree in Engineering Management, Industrial Engineering, or an MBA.
