NextGen Federal Systems, LLC (NextGen) is seeking a Facility Management Specialist with experience in aircraft hangar and workshop, maintenance and repair operations and support. This facilities management support role will be located at Cecil Field in Jacksonville, FL. and includes providing management of daily facility operations, hangar maintenance and repair actions, and coordination and communication between the site and the program management office supporting the Department of Homeland Security.

RESPONSIBILITIES

  • Provide advocacy during hangar renovation project thru communication and coordination with program office located in Washington DC.
  • Provide logistical coordination for orchestrating the movement of aviation maintenance equipment, parts, and supplies from 5 locations in Jacksonville, FL; Lake Charles, LA; and Corpus Christi, TX.
  • Ensuring hangar is prepared to receive and support approximately 120 maintenance and support personnel.
  • Conduct routine facility inspections, collect information on facility equipment and systems, and document information in a consolidated database.
  • Create and track work requests in an automated database, collect and quantify detailed facility assessment information at each location, identify immediate replacement and repair actions, and prepare budget estimates to capitalize aging equipment as necessary.
  • Review and evaluate customer requests for validity, engineering soundness, cost, best method of accomplishment, and timely completion.
  • Collect and support customer inquiries in an expeditious manner, enforce and update building standards as outlined at each respective facility, identify facility, and control system deficiencies, and recommend upgrades to enhance equipment reliability, overall safety, and security for the workforce.
  • Conduct routine surveys of lighting, power, air conditioning, heating, plumbing, architectural finishes, safety compliance, building maintenance actions and initiate requests to correct deficiencies and substandard issues.
  • Recommend actions from personal observation, knowledge of building systems and consultation with customers and subject matter experts.
  • Determine responsibilities and corrective actions required and recommend whether DHS, contractor and/or manufacturer, or other Government Agencies should absorb repair costs.
  • Conduct periodic inspections, coordinate engineering planning and project management, and provide Quality Assurance inspections on alterations projects, contractor support, equipment upgrades and materials to report potential contract compliance issues to Government POC,
  • Coordinate furniture acquisitions and delivery actions.
  • Plan, detail, and track space utilization, prepare weekly activity reports to highlight significant accomplishments, and identify, schedule and coordinate utility outages.
  • Monitor and provide routine updates on facility status and improvement needs and actions, review and validate utility consumption and building management control software, and initiate requirements for overtime utilities.
  • Submit formal requirements as necessary to the host installation service provider to correct discrepancies and request services as needed.


QUALIFICATIONS

  • At least eight (8) years of experience in the field of facilities management.
  • Project Management skills/experience to assist in renovation planning and execution (goal: ensuring hangar renovation execution considers space and functionality requirements are met); re-location of assets and personnel to the renovated hangar in an efficient and orderly manner.
  • Familiarity with hangar deck operations and requirements, maintenance shop requirements (space, Hazmat, OSHA, OIT, controlled environments, space utilization requirements, functional space partitioning), maintenance equipment spatial requirements (for existing stands, cranes, jigs, work benches).
  • Familiarity with Occupation and Safety and Health Administration (OSHA) regulations.
  • Must be able to lift items weighing up to 30 lbs. and engage in potentially strenuous activities associated with management of facilities.
  • Proficient using MS Office Suite of applications (e.g., MS Word, Excel, PowerPoint, MS Project)
  • Possess strong verbal and written communication skills.
  • Current Top-Secret clearance or current DHS BI highly desired.
  • Ability to obtain and maintain a suitability determination after a CBP Background Investigation (BI).
  • Some local and regional travel may be required.
