The HSER Programs Senior HSE Specialist provides a variety of services in support of Midstream HSE Field Operations. These services include supporting programs such as HSEMS Audits, Incident Investigation Learnings and Human Performance. In addition, this position manages issues central to Midstream HSE including policy updates, ISN contractor safety program oversight, and HSE Management System support. The position serves as a contact and a guide - providing knowledge and expertise to help the Midstream Organization find solutions to HSE related concerns.

Primary Functions/Responsibilities:
  • Coordinate the incident management, investigation and reporting activities and drive consistency across the organization -- align these with Corporate incident investigation and reporting requirements
  • Develop, maintain, and improve Midstream incident reporting and investigation policies, processes, practices, and procedures and be the Subject Matter Expert for incident investigation and management
  • Human Performance program management
  • Provide contractor safety program oversight
  • Supports the HSE policy revision process (updates, new, communication)
  • Coordinating efforts to plan and schedule Midstream Tier II HSE audits
  • Supporting the sites on preparation for Tier III HSEMS/PSM audits as needed and tracking findings in the HSE incident tracking database
  • Managing audit findings and corrective actions
  • Developing HSE audit trending metrics to identify systems improvement opportunities
  • Participating in communication of HSE audit results to all levels of line management
  • Developing and writing audit protocols
  • Participating as a guest auditor on Corporate Tier III HSEMS audits as needed

Basic Qualifications:
  • Legally authorized to work in the United States on a regular, full-time basis without restrictions
  • B.S. degree in Safety Engineering, Fire Protection Engineering, Loss Prevention, Industrial Hygiene, or related field
  • Previous experience in professional safety and/or occupational health role in petroleum/chemical industry
  • Ability to recognize hazards, assess risks and suggest appropriate mitigation plans
  • Experience leading incident investigations and performing cause mapping analyses
  • General understanding of emergency response protocols, crisis management tools, and Incident Command System, with formal training to fulfill Safety Officer role
  • Demonstrated ability to develop, maintain and improve policies, processes and procedures

Preferred Qualifications:
  • Master's degree in safety or related field
  • CSP or CIH certification
  • Computer proficient with Excel, Word, SAP
  • Strong interpersonal and communication skills, ability to interact with multiple layers of organizations
  • Leadership ability
  • Knowledge of and experience in safety, occupation health and fire protection
  • Direct supervisory experience
  • Direct experience in a safety related position

Midstream

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
