WISCAP is Wisconsin’s official, and only, statewide network of poverty fighting agencies. Alongside our members, our network is responsible for operating food banks and pantries, homeless and domestic violence shelters, Headstart and early childhood programs, and many, many more. With over six decades of documented impact, our members do it all to make Wisconsin a better place to live.


WISCAP seeks an experienced professional to lead a statewide association of nonprofit and Community Action Agencies in Wisconsin. The Executive Director will advance Community Action principles, ensuring active member involvement and accountability to the Board of Directors. Serving as CEO, the role manages a $2 million budget and supervises 10-12 staff focused on member services, public policy, resource development, program management, training, and promotional efforts aligned with the Association’s goals and Annual Plan.


Major Duties and Responsibilities:

  • Engage with Community Action Agencies, Foundation for Rural Housing, and UMOS to offer tailored services in public policy, resource development, program management, and training to bolster their capacity in addressing local needs.
  • Provide administrative support to the Board of Directors, ensuring implementation of annual plans, budgets, and strategic initiatives.
  • Foster strong partnerships with state and federal entities, statewide partners, and national networks, serving as the primary advocate for Community Action in Wisconsin.
  • Establish and uphold effective operational policies, including personnel and financial management, to ensure compliance with regulations.
  • Lead a professional team, exemplifying exemplary service to members and external stakeholders, and oversee staff recruitment, support, and evaluation.
  • Secure and manage resources, maintain fiscal transparency through timely reporting, and enhance the association's financial stability.
  • Participate actively in state and national events, represent the association on various boards and committees, and advocate for alignment between national priorities and local initiatives.


Knowledge, Skills and Abilities Required:

  • Bachelor’s Degree (advanced degree preferred) in business administration, political science, or related fields, with at least five years of executive-level leadership experience, preferably in a non-profit or governmental organization.
  • Strong principled, pragmatic leadership, and organizational skills.
  • Excellent written and oral communication skills, including public speaking and interpersonal abilities.
  • Proficiency in office technology and business software applications.
  • Collaborative leadership style, able to motivate staff and meet goals effectively.
  • Understanding of poverty issues and the role of Community Action in alleviating them.
  • Awareness of national and global contexts affecting Community Action.
  • Experience with political, legislative, and governmental processes, particularly in anti-poverty programs.
  • Ability to obtain a lobbying license in Wisconsin.
  • Willingness to travel both in-state and out-of-state, occasionally at short notice and overnight.
