Duties

This position is located in the Workforce Relations Division, Office of Human Resources, Office of the Chief Administrative Officer. Serves as a Federal Employee Compensation Act (FECA) program manager. Administers all aspects of the FECA program. Reviews, analyzes, and interprets injury compensation standards established by Congress and the Department of Labor (DOL). Implements injury compensation directives, operating procedures, regulations, court decisions, USCP policy, and other relevant guidance from various regulatory sources. Provides advice to the Director, Associate Director, Workforce Relations and the Human Resources Officer, the Executive team, department officials, directors, safety managers, and financial managers on FECA claims, costs, and trends. Works with managers and supervisors to controvert claims they perceive as unjustified under applicable regulations and precedent Office of Workers Compensation (OWCP) appeal decisions. Reviews FECA claim cases during initial and post-injury phases to monitor the use of continuation of pay and to ensure that only substantiated and eligible injured workers are placed on the OWCP compensation rolls. 

Establishes procedures for control and administration of the FECA program. Disseminates FECA information and materials to the workforce. Develops evaluation criteria and evaluates the effectiveness of the program. Exercises responsibility for assuring the formulation and coordination of USCP Workers' Compensation policies. Analyzes program statistics, identifies trends and/or problem areas, and recommends solutions. Recommends improvements where FECA program deficiencies are observed and formulates and implements solutions. Performs substantive review of complex workers' compensation claims and documentation, determining not only completeness and timeliness, but also reviewing for accuracy and consistency. When submissions are deficient, notifies the appropriate source(s) of information to remedy deficiencies. Initiates reviews or an investigation when information claimed is inconsistent, incomplete, inaccurate, or deceptive. Certify all claims for compensation request submitted for employees who are out on leave without pay (LWOP). Submit Personnel Action Request once employee is out of work for extended periods in order to ensure NFC is aware of the employee's status in relation to health benefits and work status.
