Job Summary

Loudoun County is seeking a strategic thinker to lead and direct the Countys strategic land management, property acquisition and disposition functions as the Director of the Office of Real Property Asset Management and Planning within the Office of the County Administrator reporting directly to the Senior Deputy County Administrator.

This Office is newly formed and brings together functions of several departments to prioritize and strategically focus the Countys land acquisition and disposition activities. The Office Director is responsible for leading a group of professionals who are dedicated to crafting and carrying out long- and short-term land acquisition and planning strategy. The Office develops and implements plans for acquisition, disposition, leasing and management of real property assets that support the County's Capital Improvement Program, affordable housing goals, future real property needs, office space requirements and public-private partnership opportunities. Real property acquisition and disposition includes properties and easements for both facilities and right of way projects. For right-of-way and other projects, the Office Director is responsible for the Offices compliance with federal, state and county laws, ordinances, regulations, and processes regarding the use of the Countys eminent domain authority.

This position also leads the Offices efforts around real estate market intelligence, negotiation, due diligence, and coordination with legal and financial teams, with respect to real property transactions and management for facilities, right-of-way, and easements and license agreements that align with County objectives, both short and long term.

The Office Director effectively and professionally manages the production of information and data related to all aspects of the projects and plans within the Offices purview. The Office Director responds to inquiries and concerns related to real property projects and partnerships with sensitivity to political dynamics, effectively communicating with stakeholders, both internal and external.

The ideal candidate will have a proven track record of providing expert guidance on and development of policies, processes and procedures related to real property planning, acquisition, leasing, and management that will effectively establish a sound operating model for the newly formed Office. The County seeks a collaborative leader who promotes appropriate decision-making at all levels and supports the development of a culture that values equity and inclusion and motivates staff to achieve results.

Hiring salary is commensurate with experience. 

Minimum Qualifications

Masters degree in Business, Public Administration, or related area; five (5) years of directly related, progressively responsible work experience including three (3) years in a supervisory or management role preferably in a government setting; or equivalent combination of education and experience. 

Job Contingencies and Special Requirements

Special Requirements:
The position necessitates the ability to inspect property, which often requires walking or climbing elevated structures and exposure to inclement weather while in the field. The position requires attendance at public meetings, which occasionally occur outside normal business hours. Candidate must hold or obtain a Virginia Notary Public license within 90 days of hire. Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs. Experience in a local government environment and experience with real estate transactions involving public entities is preferred.
