The Department of General Services directly supports County residents and County government by providing responsive and effective emergency and essential public works support, facility maintenance, energy management, solid waste management, environmental management and compliance, stormwater management, internal services, vehicle support and transit services. 

Job Summary

Loudoun County's Department of General Services is seeking qualified applicants for a newly created Assistant Director for Waste Management position at the County Solid Waste Management Facility located in Leesburg, Virginia. The Waste Management Programs have grown substantially over the last several years and have been recently reorganized into two separate divisions. Under the general direction of the Department Director, the Assistant Director for Waste Management will provide administrative oversight and staff direction for two distinct functional divisions - the Solid Waste Facility Operations Division and the Business Operations, Planning & Recycling Division.

The Assistant Director will expand the Departments strategic planning capabilities, providing dedicated senior leadership focused on Waste Management issues, policies, and strategic oversight, serving as a subject matter expert on waste management issues for the Department, and allowing the two Waste Management Division Managers to focus on day-to-day operational and managerial responsibilities. The Assistant Director will spearhead the strategic components of the solid waste management facility operations, county-wide waste diversion, and recycling programs. Serving as the subject matter expert on Waste Management issues, this position will develop, manage, and revise concise and implementable codified ordinances and policies pertaining to solid waste and recycling, permitting and compliance, and environmental monitoring. This includes strategic planning for Waste Management, Solid Waste, and Recycling, including financial analysis, financial assurance, capacity tracking, and forecasting.

The successful candidate will have a proven track record of success leading and managing teams, with the ability to translate their vision of leadership into actions; exemplify and encourage leadership development among staff; have experience making presentations to executives and elected officials; be creative with strategic approaches to problem solving; and have the ability to lead a team through complex issues.

Duties of the Assistant Director position include, but are not limited to:
Responsibility for the 420-acre Loudoun County Solid Waste Management Facility operations, Solid Waste Permit SWP-001.
Overseeing the development, preparation, updating, and implementation of the Loudoun County Solid Waste Management Planning District solid waste management plan (SWMP) to include review and certification.
Formulating and implementing policies, programs, and procedures while ensuring compliance with federal, state, and local laws, Virginia Waste Management Regulations, and all permit requirements, plans, and policies.
Managing Board initiatives and strategic planning related to Waste Management, Solid Waste, and Recycling.
Coordinating, developing, and administration of the Waste Management annual budget, and assisting the Department Director in defending the budget through the budget process.
Assisting the Department Director with assessing, documenting, and presenting the need for additional personnel.
Monitoring expenses of the Waste Management programs to ensure fiscal year budget allocations are maintained.
Supporting the development of a culture that values and motivates staff and engenders the trust and confidence of the public, the Board of Supervisors, and County leaders.
Working collaboratively with the DGS Energy & Environment division and as a member of the department leadership team, researching and implementing projects that provide sustainable solutions with significant county-wide impact.
Providing leadership, direction, and supervision to department employees including workforce planning efforts, performance appraisals, disciplinary actions, training, employee development, and related administration.
Managing complex solid waste facility capital improvement projects, including planning, design, and construction.
Representing the Department and the County at internal and external meetings, on regional committees, and at conferences. 

Hiring Salary is Commensurate with Experience


Minimum Qualifications

Masters degree in Business, Public Administration or a department-related area, such as Environmental Science, Geology, or Engineering, and a minimum of five (5) years of directly related, progressively responsible work experience including three (3) years in a supervisory or management role preferably in a government setting; or equivalent combination of education and experience.

Prefer Professional Engineer (PE) or Professional Geologist.

Solid Waste Management Facility Operator (SWMFO) required within two (2) years of hire. 

Job Contingencies and Special Requirements

The successful candidate will undergo criminal, credit, and DMV record background checks to include CJIS fingerprinting.

This position requires a valid drivers license and is subject to call, 24 hours a day, seven (7) days a week. The incumbent has responsibility, alternating with the Director and Deputy Director, to provide General Services active representation and support in the Countys Emergency Operations Center (EOC) during activations which may result from natural or man-made disasters or events. This position is considered essential.
