The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1.Description of Services. This performance work statement defines the coordinator requirements government responsibilities reporting and control requirements for the Joint Base ElmendorfRichardson (JBER) Alaska Catholic Youth Ministry Coordinator. The purpose of the youth ministry contract is to provide a Christian based peer group experience to help teens exercise their Christian faith in the community through appropriate opportunities within the installation.

1.1 The Catholic Youth Ministry Coordinator will coordinate and provide Catholic ministry for teenagers with its primary emphasis being the JBER community as part of the chapel religious program. Coordinator services include providing a community wide religious youth program and supporting youth ministry needs. The programs will be sponsored by the chapel community but will attempt to involve teens throughout the JBER installation. The Coordinator will articulate and develop promotional campaigns and activities and maintain records of supplies materials and attendance (to include youth and volunteers).

1.2 The primary goal is to foster and strengthen faith commitments through fellowship activities Bible Studies meetings and events retreats camps and mentoring programs involving teenagers on the installation. The JBER Senior Catholic Chaplain is responsible for oversight of the youth ministry program. The coordinator shall make certain that nothing is said or done that is derogatory to another faith or religion. The JBER Senior Catholic Chaplain reserves the right to approve/disapprove the schedule and activities for youth ministries.

1.3 The Catholic Youth Ministry Coordinator shall identify all programs and services as being installation chapel programs and services. The Coordinator shall accept teenage participants and attendees from throughout the installation regardless of denominational faith or involvement of the youth in the overall program.

2.Specific Tasks:

1000 Series Senior High Program

1001 Conduct weekly (school year) meetings for Senior High Youth (grades 912). These meetings will integrate mental social and Christian development. Meetings will be at least one hour in duration and accommodate groups of 10 or more.

1002 Conduct monthly special events or activities to promote growth and discipleship for Senior High youth. Goals are to include team building community responsibility and faith sharing. Special events may consist of any task which supports the above goal to include; community service projects lockins day trips etc.

1003 Conduct a retreat giving youth the opportunity to gather for fun fellowship and faith sharing. A retreat proposal to include objectives location(s) dates times budget sponsor requirements method of evaluation effectiveness will be provided to the supervisory catholic chaplain no less than 90 days prior to the event. Retreat can be replaced by a service project.

1004 Provide twice a month (during school year) small group meetings focusing on studying scripture discussing topical or relational issues for those serious about continuing to learn and expanding knowledge of the Bible or growing spiritually in the Catholic faith. Small groups will normally be at least one hour in duration and accommodate groups of 10 or more.

2000 Series Middle School Program

2001 Conduct twice a month (during school year) meetings for Middle School Youth (grades 68). These meetings will integrate mental physical social and spiritual development. Meetings will normally be at least one hour in duration and accommodate groups of 10 or more. Depending on attendance meetings can be in conjunction with Senior High meetings.

2002 Conduct monthly special events or activities to promote group growth nurture or discipleship for Middle School youth. Goals are to include team building community responsibility and faith sharing. Special events may consist of any task which supports the above goal to include; community service projects lockins day trips etc. Depending on attendance events can be in conjunction with Senior High events.

2003 Conduct a retreat giving youth the opportunity to gather for fun fellowship and faith sharing. A retreat proposal include objectives location(s) dates times budget sponsor requirements method of evaluation effectiveness will be provided to the supervisory chaplain no less than 90 days prior to the event.

2004 Provide support to the Religious Education program in which these teens may be increasing their knowledge of the Catholic faith.

3000 Series Control and Reporting

3001 Meet with the designated NCOIC to ensure understanding and control of Chapel facilities SOPs OIs and procedures.

3002 Provide a weekly report to the JBER Senior Catholic Chaplain or designated chaplain detailing attendance contact work Volunteer involvement and activities.

4000 Series Administration

4001 Provide advertising and promotional bulletin announcements articles flyers and materials to the Senior Catholic Chaplains office for approval and distribution in paper and online media.

4002 Attend 673 ABW/HC staff coordination meetings.

4003 Conduct quarterly Parent Meetings in order to advise parents about the youth ministry programs its goals and needs. Encourage parents to be active participants in the youth ministry program. Educate parents in the phases that their youth may be going through and things to watch for in their spiritual development.

4004 Interface with Parish/Pastoral Advisory Councils and/or leadership on a rotating basis in order to report trends attendance needs for the program and to coordinate congregational support for youth ministries.

4005 Provide an annual review of the program in May providing a summary of activity trends and progress during the preceding year. Include information and suggestions regarding future program direction.

4006 Provide input for youth ministry in the chapel ministry plan to include programs needs and projected costs.

4007 Provide ordering information in the authorized format for supplies and resources to support youth activities.

5000 Series Volunteers and Support Committee

5001 Recruit volunteers to assist in conducting the program. A volunteer roster to include name address phone number military affiliation and role must be maintained and updated at the Senior Catholic Chaplains office. Coordinator will be required to obtain an USAF email account and will comply with PII (Personally Identifiable Information) and AFI (Air Force Instruction) requirements. It is the coordinators responsibility to ensure that the moral character of volunteers recruited to assist in youth activities will be commensurate with their responsibilities to provide valuesbased leadership consistent with religious teaching within the chapel programs. Selection of volunteers will be in accordance with applicable installation regulations.

5002 Conduct training sessions to teach and train volunteers in all aspects of Catholic youth ministry. Help volunteers become comfortable in Catholic youth ministry teaching them the skills and confidence to be effective volunteers.

5003 Mentor volunteers on the varied aspects of youth ministry throughout the year. A volunteer utilization file to include roles training and hours volunteered will be maintained.

5004 Supervise volunteers in carrying out their responsibilities and be available for questions and guidance. Reach out to volunteers to encourage and keep participation.

3.Requirements.

3.1. Coordinator will maintain a consistent onsite presence to meet the requirements of thecontract on JBER. The coordinator will acquire all training necessary to work in military communities in the dedicated area of youth ministry.

3.2. In the event of a temporary absence of the coordinator he or she may provide a qualified substitute for a limited period of time as approved by the Senior Catholic Chaplain. The substitute will be required to have completed all requirements as contained in paragraph 3.6. prior to approval by the Senior Catholic Chaplain. The Coordinator shall provide adequate coordination and at least 15 days notice to the JBER Senior Catholic Chaplain as to the individual assuming Coordinator duties. The substitute will have no claims against the government and may not submit invoices for payment. Terms for the payment of the substitute are a matter between the coordinator and the substitute.

3.3. The Catholic Youth Ministry program shall be Roman Catholic in denomination. No faith ethnicity gender race or denomination shall be denigrated in any way. The Coordinator shall not conduct formal counseling administer sacraments (anointing baptisms Mass etc.) or perform other Chaplain responsibilities.

3.4. The Coordinator will have specific training in youth work with a minimum of two years experience in youth ministry; at least 1year of the youth ministry experience should be in a military chapel setting. A bachelors degree is preferred. Seminary education is desirable.

3.5. The coordinator shall exercise discretion regarding persons counseled or interviewed and regarding any other information relating to individuals participating in the Youth Ministry Program. The coordinator shall not relate or communicate sensitive information regarding such individuals.

3.6. In accordance with Dept. of Defense Instruction (DODI) 1402.5 each individual working with children under the age of 18 in conjunction with this contract must successfully complete a federally mandated criminal history background check.

3.7. The Coordinator will implement procedures that insure the security of government property and facilities. The coordinator will be aware of local safety requirements conduct risk assessments for all activities and make all reasonable efforts to ensure the safety of individuals participating in the programs.

3.8. Generally programs will be scheduled during times that are accessible to the youth and will encourage maximum participation. These will normally be weekends evenings and holidays.

3.9. The Coordinator will maintain active contact and presence in the major family chapel worship services as required by the JBER Senior Catholic Chaplain or designee.

3.10 The Coordinator will present a neat wellgroomed appearance during the performance of the contract appropriate to the conditions under which the services are provided. The Coordinator will be expected to maintain high moral and ethical standards consistent with the Christian nature of the chapel youth ministry program.

3.11. The Coordinator shall perform all services within the guidelines of JBER Operating Instructions and Regulations and Directives and the JBER Senior Installation Chaplains Policy Statements.

3.12. Interview Requirements: Interviews will be conducted after closure date. Interviews will be conducted by the Catholic Chaplain and/or members of the JBER Chapel Staff. A contracting officer or specialist will be present throughout all interviews.
