Job Description:
The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) division seeks a highly qualified candidate to fill the position of Program Supervisor VI in the Quality Monitoring Program (QMP). MCS is driven by its mission to deliver quality, cost-effective services to Texans. The Program Supervisor makes a significant contribution to MCS’s mission by performing senior-level administrative and supervisory program work. Work involves establishing program goals and objectives; developing program guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving program goals; monitoring and evaluating program activities; developing and evaluating budget requests; and coordinating program activities.

The Program Supervisor VI promotes best practices in leadership, project management, change management, effective communication, and data driven decision making. This position reports to the QMP Director and works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

All HHSC employees will receive an automatic 5% increase to their annual salary effective September 1, , per the 88th Texas Legislature.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Works collaboratively across MCS to identify innovative and effective solutions.

Oversees the preparation and monitors the QMP budget. Meets with fiscal and budget staff to provide guidance and input in assessing the fiscal impact of proposed changes. (35%)

Provides consulting and technical assistance support to QMP leadership and staff. This includes, but is not limited to: conducts program assessment and operational functions for QMP; assists with the development and implementation of procedures; provides guidance, consultation and training to staff regarding processes; contributes to the development of solutions to improve the transparency, effectiveness, and efficiency of the QMP department; develops and implements monitoring methods to evaluate compliance with QMP operations and procedures; and including identifying best practices and recommendations for improvements. (20%)

Oversees the completion of contracts and contract renewals. Reviews and receives written approval for change orders and contract amendments for assigned contracts. Coordinates with and serves as primary liaison between the QMP department, legal services, and procurement and contract support areas related to the development of contracts by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and negotiating contract specifications. Tracks timelines and quality of contract deliverables, reviews invoices, and makes recommendations for contract-related payments. Prepares contract reports as needed for the QMP Director. (20%)

Oversees the purchasing of goods and services for the QMP department. Reviews requisitions for completeness and compliance with applicable state and HHS Procurement and Contracting Services (PCS) requirements and rules prior to submitting for processing. Provides guidance to the QMP department’s project managers and subject matter experts about the procurement process. (15%)

Participates with QMP management team in hiring and personnel activities. Drafts program position descriptions. Coordinates and consults with Health and Human Services (HHS) Human Resources (HR) and agency Budget personnel regarding position control. Participates in interviewing activities and candidate selection processes, and participates with management in employee development, evaluation, and performance action plans. (10%) Knowledge Skills Abilities:
• Knowledge of agency programs, policies, and procedures; of the methods, principles, and practices of the agency; of fiscal or budgeting techniques and practices; policies and procedures of contract management and of office management and human resource administration.

• Knowledge of modern office management practices and procedures and technology tools such as Microsoft Office, Sharepoint and Teams productivity tools.

•Knowledge of or ability to obtain a working knowledge of the Texas legislative and appropriations.

• Knowledge of the Medicaid program, policies, and procedures.

• Skill in effectively communicating with professional and support staff and the public both verbally and in writing.

• Skill in effectively organizing, tracking, and reviewing written and electronic documents.

•Skill in coordinating activities and in critical thinking.

•Skill in problem solving, detecting potential issues, and resolving issues without delay.
