Job Description:

Do you have experience in governmental accounting? The Fiscal and Budget Services Section within is currently hiring a permanent full time Program Accountant (Accountant 1). The section provides financial, procurement and budgetary services for the department.

The intent is to fill this position at the Accountant 1 level; however, we will consider candidates that meet the qualifications of the Accountant level.

What you will do:

Accounting functions for the State Trade and Export Promotion Program (STEP):

  • Draw federal funds and record expenditures in the federal system.

  • Maintain subsidiary project tracking system and grant award balances for projects and float loans.

  • Record & verify accounting transactions in SFMA.

  • Monitor and maintain administrative cash balances to ensure positive cash flow.

Accounting functions for the Oregon Arts Commission (ARTS):

  • Draw federal funds and record expenditures in the federal system.

  • Record & verify accounting transactions in SFMA.

  • Monitor and maintain administrative cash balances to ensure positive cash flow.

Miscellaneous federal grant accounting & reporting:

  • Draws funds and records expenditures in the federal reporting system.

  • Maintain subsidiary project tracking system and grant award balances for projects.

  • Act as back-up support to the Fiscal team including but not limited to, processing travel reimbursement requests, film and video disbursements, contract payments, Portfol entries, SPOTS Coordinator back-up, SRF/ICF and BITD Lottery fund programs.

  • Clear Communication Skills

  • Experience with the Statewide Financial Management Application (SFMA) is preferred but not mandatory.

  • Experience with Oracle Business Intelligence (OBI) is preferred but not mandatory.

  • Knowledge of and ability to use computer software, spreadsheets, and financial analysis programs such as Excel.

  • Good organizational skills to manage multiple tasks with varying priorities.

What you need to qualify:
Accountant: (Underfill)

A bachelor’s degree in accounting or finance AND Three years’ experience in accounting or finance, OR any satisfactory equivalent combination of education and experience which ensures the ability to perform the essential functions of the position.

Accountant 1:

Possession of a Certified Public Accountant or Certified Government Financial Manager certificate; OR

A bachelor’s degree in accounting; OR

Successful completion of the State of Oregon Accounting Career Mobility Program or equivalent accounting certificate program from an accredited college or university; OR

32 quarter (21 semester) credit hours in Accounting from an accredited institution AND two years of technical, para- professional accounting experience to include: a) classifying, analyzing, and reconciling financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing, interpreting, and making recommendations related to accounting transactions, accounts and account relationships resulting in accounting entries.

The Fiscal & Budget Services (FABS) is comprised of twelve positions.  The division provides accounting and budget services for the agency.  FABS is responsible for the oversight & management of the department’s $2 billion budget. FABS also ensures compliance with all legal & reporting requirements related to budget and accounting. It supports all other divisions in the department in delivering services to Oregon companies, business and industry groups, and communities.
