The Commerce Housing Division strengthens our vibrant communities by supporting access to safe, affordable and sustainable homes for Montanans whose housing needs are not met by the market. Our team can assist with buying a home, down payment assistance, mortgage servicing, Reverse Annuity Mortgages, rental housing assistance and multifamily rental development.

About this Position

This position is responsible for monitoring data transmitted to the U.S. Department of Housing and Urban Development to ensure the agency complies with all federal reporting requirements. This Program Specialist will also enforce required policies on independent local contractors administering contracts for HUD, specifically for Moderate Rehabilitation, Family Self Sufficiency, 811, and Voucher Homeownership programs. This role also works with Housing Choice Voucher Section 8 staff to train in the preparation of repayment agreements, monitors repayment agreements, posts agreement payments, and coordinates with HCV and agency management services staff to process and report activities related to returned warrants and check log entries.

This position is open until filled; with a first review date of 9.11.2024

What are we looking for?

Education and Experience:

·A Bachelor’s degree in Business Administration, Public Administration, Social Work, Human Resources, Paralegal, Accounting, Finance or a related field and

·At least three years applicable experience in subsidized housing; or

·Alternate combinations of education and experience will be considered on a case-by-case basis.

Duties:

·Authorize and execute housing assistance payment contracts for participating property owners

·Process authorized manual payment adjustments for landlords

·Based on information submitted to various HUD software systems (PIC/HIP/eVMS), reviews new admissions, annual examinations and reexaminations to ensure compliance with program guidelines

·Review and submit corrections to tenant records that have been submitted to HUD

·Monitor and resolve discrepancies of IVT (Income Verification Tool), Multiple Subsidy Report, Debts Owed, Identity Verification Report, Deceased Tenant, New Admissions reports, Multi-subsidy Report, Late Annual Re-exam Report, HQS Reports, and other reports that affect the HUD performance rating of the department.

·Monitor Section 8 Management Assessment Program (SEMAP) data and prepare associated summaries and reports for use by HCV management.

·Assist in the administration of HUD Housing Choice Voucher Section 8 programs including the Section 811 Project Rental Assistance Demonstration Program, Mainstream Program, Emergency Housing Voucher Program (EHV), Moderate Rehabilitation Program (Mod Rehab), Tenant Based Veterans Supportive Housing (VASH) Program, Project Based Veterans Supportive Housing (PBVASH), Family Self Sufficiency Program (FSS), Home Ownership Program, and portability as applicable.

Competencies:

·HUD administrative requirements under the appropriate Code of Federal Regulations (CFR), and contractual and award requirements for each of the above listed programs

·HUD Section 8 Management Assessment Programs (SEMAP) indicators

·Public and Indian Housing (PIH) Information Center (PIC) reports and processing

·Housing Information Portal (HIP) reports and processing

·Enforce required policies on independent local contractors administering contracts for HUD including HUD-managed properties throughout the state:

oSpecial damage/vacancy claims;

oAnnual rent increases;

oApproving and processing HAP payments;

oApproving, completing and processing contract renewals;

oChecking compliance for fair housing and waiting lists;

oReviewing management decisions;

oProviding budget and technical assistance to owners/agents.

·Assist in managing agency performance

·Ensure accurate 50058s for eVMS submissions

·Use diplomacy in interfacing with interagency personnel, project management staff, tenants, advocates and federal agencies
