Department of Revenue is recruiting for a Collections Policy Analyst – Operations and Policy Analyst 2 (OPA2) position. We are looking for talented, detail-oriented individuals to join our Collections Division in the Operations, Policy, and Systems Unit. This position is headquartered in our Salem office; however, the successful candidate may be eligible for in state hybrid work.  Hybrid work consists of performing duties onsite in a standard office environment and working remotely. 

In order to be considered for Department of Revenue recruitments, you must reside within the state of Oregon.

What You Will Be Doing

Policy Analysis, Administrative Rules and Legislation

  • Manage research studies that evaluate agency policy and operations.

  • Formulate policy and design operational systems to support policy direction.

  • Legislative and Policy Implementation: Manage and track legislation for the Collection Division by working with program managers, other division’s legislative coordinators, department legislative coordinator, offices of the legislature, lobby groups, agency managers, Attorney General's office, and others.

Project Management

  • This position serves as project manager leading user teams on system development projects; advises management on project staffing; coordinates team task assignments, trains team members and coaches them in project management methodology; reports to higher management on project progress including budget and spending plans, and risks and mitigation techniques; surfaces problems for their consideration and recommends corrective action.

This Is What You Need To Qualify
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification

  • Demonstrate organization skills to manage a variety of priorities

  • Analyze complex laws relating to income tax

  • Operate collaboratively as a team including inspiring and guiding a team toward a common goal

  • Be a quick learner able to apply concepts efficiently and effectively

  • Communicate clearly to a wide variety of stakeholders through oral and written communication means

  • Teach others difficult and complex laws and procedures

  • Good problem-solving skills
