The Oregon State Fire Marshal in Salem, Oregon, is hiring for one (1) full-time, permanent Regulatory Services Program Analyst (Operations & Policy Analyst 2) position.  

As the Regulatory Services Program Analyst, you will evaluate division programs and make recommendations to improve program performance and services. This position develops change strategies and leads implementation which may include creating a project plan, leading project meetings, tracking progress and deliverables, working with stakeholders, and finding consensus. This position monitors legislatives bills, drafts bill analysis, amends current administrative rules or drafts new rules, and drafts new or revises current policies and procedures.

This position is in the Regulatory Services Division, which administers eight regulatory programs by administering exams, issuing licenses and permits, and conducting inspections and audits to ensure fire and life safety for fireworks, liquified petroleum gas (LPG), non-retail fuel dispensing (cardlock), hazardous material storage reporting, fire standard compliant cigarettes, novelty/toy-like lighters, and explosive magazine movement. The Division also administers the SERC and LEPC programs that are mandated under the Federal EPCRA law.

Minimum Qualifications (these must be described in your resume for full consideration):

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.
 

OR;
 

Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.

  • Expertise conducting analysis of statutory authorities, business processes, system resources, and analytical data for determining and implementing program development or program improvements.

  • Excellent communication skills both verbal and in writing and experience with technical writing.

  • Experience with project management with the ability to manage multiple competing priorities while being flexible and adaptable to changing circumstances.

  • Experience recommending and drafting policies and procedures that align with agency mission, legislative authorities, and program priorities.

  • Experience facilitating and managing large projects and work groups while building collaborative partnerships and committee engagement.

  • Experience effectively multitasking under the pressures of tight deadlines and rapidly changing priorities.
