Real Property Manager, Operation Policy Analyst 4 ( Salem)

This position is located onsite at the Department of Corrections Central Distribution Center in Salem.

About the Job:

Your Role:

The primary purpose of this position is to provide commercial real estate expertise and representation for Department of Corrections to include real estate transactions, development, and management expertise for the efficient utilization of the Department of Corrections real property and to coordinate the efficient management of the real estate portfolio.

This position is responsible for leading all Department of Corrections related real estate transactions, and complying with laws, rules, regulations, practices and budgets in the sale, purchase, transfer exchange and development of Department of Corrections owned real property. 

In cooperation with other Department of Corrections Divisions, this position manages and coordinates comprehensive studies of Department of Corrections real estate policy and practices, working with all internal and external stakeholders and the legislature and their staffs to foster improvements and influence policy and legislation.

Excellent writing, critical thinking, coordination, and application of laws and policies are important to be successful in this position.

This position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Minimum Qualifications:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

The Oregon Department of Corrections is responsible for over 12,000 adults in custody in 12 state prisons throughout Oregon. It advises and evaluates counties regarding administration of probation and parole programs supervising more than 24,000 offenders in Oregon communities. The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range to reflect an additional 6.95%.

About the Process:

What to Expect:

  • After the application deadline, a recruiter will review submissions for education and experience to identify candidates who best fit the minimum qualifications and requested skills.

  • The hiring manager will review your application and schedule interviews.
  • Interview will be held with a panel of stakeholders who have completed panel assessment training. Scores will be determined based on predetermined questions and scoring guides. Preferences points will be applied in compliance with relevant laws and bargaining agreements. There may be multiple rounds of interviews.
  • Final candidates will have a background check, , and reference checks.
  • A Classification and Compensation analyst will review the Workday Application of the successful candidate to determine starting wages.

Requirements for Employment

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, there may be some felony convictions that could disqualify you for this position. However, having a felony record does not exclusively restrict you from being considered as an applicant. CJIS clearance is done at the conditional job offer.
