Job Description:

The Oregon State Fire Marshal in Salem, Oregon, is hiring one (1) full-time, permanent Safety & Risk Manager (Operations & Policy Analyst 3) position.  

As the Safety & Risk Manager, you will serve as the risk expert and policy advisor to the agency’s leadership team to manage the agency’s risk management program by providing technical, analytical and consultative services. You will establish effective and sustainable risk control practices, as well as interpret and apply existing laws, contracts, rules and policies related to risk management in the areas of civil liability, insurance coverage, and employee and personal liability. This position will analyze developments in case law and legislation and make recommendations to minimize risk, with a special emphasis on keeping current with court decisions and legislation in the areas of fire safety, public safety and government contracting. The State Fire Marshal and executive team relies on the effective recommendations of this position to make state-wide decisions affecting fire departments, as well as governmental- and non-governmental organizations. In addition to managing the agency’s risk, you will ensure the safety of agency staff through managing the safety committee and evacuation team.

Minimum Qualifications (these must be described in your resume for full consideration):

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work. OR;

  • Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

  • Requires a valid driver’s license with an acceptable driving record.

Preferred Skills (these must be described in your cover letter for full consideration):

  • Established experience working as a safety and risk manager in government

  • Experience working with Oregon OSHA at a technical level and applying it to your work

  • Proven experience running an effective safety committee

  • Experience writing technical-level trainings and policies

  • Proven experience managing litigation holds and working with the Department of Justice

  • Experience managing litigation documents, responses, and tracking

  • Ability to present trainings and topics to a variety of audiences
