What you need to qualify

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.

OR

Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.

  • Experienced Facilitator:  Skilled in leading discussions and workshops that may involve challenging conversations around sensitive topics. Ability to cultivate healthy group dynamics and coach around relationship repair skills.

  • Strategic Thinking and Planning Skills: Capable of developing and implementing strategies that advance equity and inclusion. Ability to forecast and analyze data trends to guide decision-making and measure progress.

  • Relationship-Building Expertise: Adept at cultivating relationships across individuals and groups holding a diverse range of perspectives and experiences. Ability to build trust and credibility with various stakeholders, including community members, organizational leaders, and team members.

  • Empathy and Emotional Intelligence: High level of empathy and the ability to engage people from various cultural, socio-economic, ability, ideological, and backgrounds.

Your duties at a glance

As a Service Equity Specialist, you will:

  • Write, revise, and advise on service equity initiatives.

  • Develop and recommend action plans to meet APD strategic goals to District Managers, Executive Management, and Leadership.

  • Track service equity plans and update individual plans as they progress work with units on equity readiness and complete equity plan risk mitigation.

  • Meet regularly in-person and via videoconference technology with District Managers and local operations staff involved with implementing the service equity plan, liaises between central office and field services.

  • Monitor and evaluate effectiveness of service equity projects and makes recommendations based on data analysis, observations, and objective criteria.

  • Develop, adapt, and deliver service equity training and educational opportunities.

  • Provide training and technical assistance as needed.

  • Research, develop, and deliver training in relation to service equity, including guidance on policy and rules.

  • Prepare written materials and develops new information about service equity.

  • Establish criteria to identify and measure service equity plan effectiveness.

  • Develop methods to improve operations or develop new approaches to evaluating service equity that serves as a model for other programs.

  • Oversee service equity related projects for APD district and central office unit.

  • Prepare and provide project management tools and data analysis to inform individual district and central office unit plans.

  • Provide oversight and direction to project leads responsible to advancing services equity related projects.

  • Track and provide project management resources to equity-related initiatives.

  • Develop and maintain spreadsheets for tracking and quality improvement purposes.

Working conditions

  • Your work schedule can be flexible, and the typical work week is Monday through Friday from 8am – 5pm. You can also work a 4x10 work schedule.

  • In office or hybrid work optional. While this position is based in Salem, the selected candidate will have the ability to work remotely anywhere within the state of Oregon. This will need to be discussed with and approved by your manager. 

  • You will be required to travel to the Salem central office or across Oregon for in person meetings, training, conferences, and activities.

  • Travel state-wide may be required, including overnight.

  • Flexing time within the week to meet project demands may be necessary, with proper approval.

  • Extensive computer usage as well as facilitating and attending workgroup, committee, and board meetings.

  • Extensive meetings involving collaboration with diverse groups.
