Job Summary

The Loudoun County Department of Family Services (DFS) is seeking a talented and highly motivated individual for a Data Administrator position in one of the fastest growing counties in the nation. The successful candidate will be responsible for a variety of data and administrative tasks related to system administration; data quality, analysis, and reporting; and training and supporting system users. This position requires a detailed-oriented person, someone who can learn new skills quickly, excellent critical thinking skills, and the ability to work independently.

Examples of duties include, but are not limited to:

Manages the technical aspects of the day-to-day system operations. Interfaces with vendor to manage upgrades and customizations, maintain system performance, resolve functionality issues, and coordinate licenses. Responsible for data management and compliance as directed by both internal and external needs. Creates system and program reports, reviews data for accuracy and completeness. Tests, monitors, validates, and verifies that the dedicated program software can collect the required data elements. Performs data integrity maintenance, extracts, and analyzes data, interprets, creates data visualizations, and presents data. Develops, conducts and documents training for system users. Receives, triages, and resolves technical system and end-user issues including, but not limited to setup and monitoring of user accounts, system setup and compliance. Attends system administrator user meetings to maintain communication on technical issues/changes. Participates in regional meetings and other partnerships. Works collaboratively with the County's Department of Information Technology (IT) and system vendors to resolve issues. DFS is the lead agency for Loudoun County's Continuum of Care (CoC) and this position will support the Homeless Management Information System (HMIS). The HMIS is the central database to collect, track, analyze and report uniform client and activity data regarding the provision of emergency shelter, permanent supportive housing, rapid rehousing and services to individuals and families experiencing homelessness or who are at risk of homelessness within Loudoun County.

Minimum Qualifications

Bachelor's degree in Business, Statistics, Computer Science, Accounting, Finance, or related field; three (3) years of related work experience in HMIS data standards, relational databases and research methodologies, using SQL to build queries and statistical software packages to conduct data analyses; or equivalent combination of education and experience.

Preferred Qualifications: Understanding of Systems Applications and Products (SAP) in Data Processing. Skill with relational database systems, reporting tools (SQL, Tableau and/or PowerBI) and statistical software; and the ability to write queries and stored procedures. Knowledge of applicable local, state, and federal laws and regulations related to homelessness. Consistent and proven ability to meet and maintain deadlines. Must be able to communicate and present ideas effectively (orally and in writing); analyze information; and create clear and organized presentations and reports. Working knowledge of Office Suite to create documents, spreadsheets, and executive level presentations and reports. Understanding of statistics and applied experience conducting analyses on service and/or operational data. Knowledge of root cause analysis and other research methods and problem solving techniques and the ability to apply that knowledge in working situations.
