Duties

- Serves as the Lands and Recreation Branch Supervisor and provides program leadership and management in the areas of recreation, land management, water resources, and concessions management. - Guides and administers work activities, makes recommendations on technical and policy issues, facilitates the resolution of conflicts in the areas of recreation or lands program policies, and administers recreational and lands contacts/agreements. - Defines project tasks and activities to meet Division needs, including purpose, scope of work, timing, funding, and resource allocations. - Works with a variety of professional, technical, and skilled craft workers to implement a wide range of outdoor recreation or natural resource projects; supervises a crew of seasonal laborers. - Develops, implements, and monitors plans for a wide range of project types involving recreation, agriculture, and fish and wildlife management. - Serves as a primary point of contact for customers and stakeholders.

You will be required to obtain a successful pre-employment physical examination by a licensed physician certifying your ability to perform the duties of this position. A physical exam may not be required if a comparable agency approved examination was performed within the last 12 months. The cost of the exam will be reimbursed by the agency.

Qualifications

In order to qualify for the Natural Resource Specialist, you must meet BOTH the Basic Education Requirement and the Additional Requirements. Your resume must clearly describe your relevant experience. A copy of your unofficial transcripts must be provided with your application.

Basic Education Requirement:
A. Degree: A 4-year degree from an accredited college or university leading to a bachelor's or higher degree in the biological sciences, agriculture, natural resource management, chemistry or related disciplines appropriate to this position.
OR
B. Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

ADDITIONAL REQUIREMENT: In addition to meeting the basic education requirement, you must also meet the qualifications below:

GS-11:
Specialized Experience:
One full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service or its non-Federal equivalent that included experience providing program leadership in one of the following areas: outdoor recreation, natural resources or land management, concessions management, or procurement or contracting management; and reviewing recreational special use permits or natural resource/lands contracts and agreements.
OR
Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, in a related field.
OR
Combination of graduate education and specialized experience as described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all requirements, including any selective placement factors if applicable, by 08/07/2024.

Education

This vacancy announcement allows substituting education for experience at the GS-11 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted.
