Summary Statement

This position is responsible for auditing accountings filed in the Guardianship and Trust under Will division of the Court. The position is responsible for ensuring accountings are filed in a timely manner, auditing the accounting in a detailed manner to ensure all money has been spent for the benefit of the protected person and all funds have been accounted for, comparing bank statements, invoices, and receipts to ensure no money has been misappropriated, preparing cases for court hearing, clerking court hearings and tracking cases for compliance. The position requires great attention to detail and the ability to multi-task. The position is the entry level of caseload management work in the Court of Chancery, learning the legal processes and procedures and case management functions while performing the full range of case management activities within the guardianship section of the Court. An employee will become eligible for consideration to move to the next level of the career ladder after one year within this classification once he or she meets the minimum qualifications and performance requirements for the higher level and possesses the ability to perform at that level. The Judicial Case Manager Career Ladder incorporates levels I, II, and III.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here. Accountings- review and accept/reject accountings filed by self-represented litigants or attorneys. Ensure the Court has received all bank statements and supporting documentation necessary for the audit process. Audit accountings ensuring all funds have been accounted for by reviewing every line-item against supporting documentation, all funds are being appropriately used and the monthly allotment is not exceeded. Ensure the accounting can properly balance by tracking all necessary capital gains and losses, and that the sum of the line-items on the summary page matches the transactions shown within. Send letters and track responses for missing information. Prepare and send notices to interested parties. E-file audited accountings and supporting documentation. Prepare and send the accounting to the Judicial Officer for review. Answer any questions the Judicial Officer, guardian or interested parties may have about the accounting. Court Clerking- schedule hearings, send hearing notices, clerk hearings related to accounting matters and prepare hearing summary.  Case Management-Assess case filings to determine placement in case track/program or recommend referral to alternative case tracks. Interpret and apply court rules, laws and procedural requirements for case events and case flow management. Monitor and coordinate case activity through multiple legal events and processes. Track case events/status, anticipates case flow problems/causes for delay and initiates appropriate action to expedite cases effectively and efficiently including contacting participants to resolve issues that inhibit case flow. Develop case management procedures for use by judge or team. Advise judicial officers regarding various case events that ultimately lead to final case disposition. Coordinate case activity and events with judicial officers, attorneys, law enforcement agencies and litigants. Resolve technical case processing issues requiring research of case data and coordinating activities with other agencies and courts. Research case files, records, and other sources of information to ensure accuracy of case data, prepare and issue court documents and resolve discrepancies and issues related to case flow. Establish and maintain contacts with the legal community, other agencies, and courts/units, both externally and internally, to ensure case flow is expedited. Enter case data into automated case management systems, prepare and maintain case files and records. Perform other duties as assigned to support the needs of the Court and the office. 

Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas: Six months experience in managing cases as they move through the legal process. Six months experience in applying laws, rules, regulations, standards, policies, and procedures. Six months experience in using an automated information system to enter, update, modify, delete, retrieve/inquire and report on data. Knowledge of narrative report writing. Ability to communicate courteously and effectively, both verbally and in writing.

Conditions of Hire
