General Overview

Within the Department of Human Resources (HR), the Human Resources Coordinator (HRC) is responsible for providing front line service to all CCSO employees and/or applicants. The HRC is responsible for maintenance of all employment data.HRC’s assist employees and other CCSO departments with all aspects of HR, including but not limited to onboarding, orientation and training, employee leaves, return to work, employee status change notification and tracking, filing, and other related HR functions.

Key Responsibilities and Duties

Act as a liaison between employees and management. Communicate with employees and answer questions and about HR policies and procedures, leaves, return to work, and other employment policies, practices, and rules.

Verify, enter, and process information and documentation for employee absences. Assist employees with required forms and requests.

Review the comprehensive completion of all paperwork and counsel employees on additional requirements as needed.

Maintain, organize, copy, and scan medical and personnel files, both paper and electronic systems. Oversee employee and outside agency requests to review personnel files, including culling confidential data before sharing, requesting departmental files from divisional operations, and documenting the process in personnel files.

Respond to requests from the Legal Department, for FOIAs, etc., as directed.

Assure the confidentiality of all information in Department of Human Resources files, databases, and communications.

Work with the Talent team to assist with the posting, hiring, interviewing, and tracking of applicants.Coordinate and participate in employee onboarding for new sworn and civilian applicants.

Present HR information to new and existing employees individually or in a group setting, and answer questions regarding employee policies and procedures. Set up new employment files.

Counsel employees on leave options. Provide direction to employees on the proper process for application for disability, IOD benefits, retirement, and other county entitlements. Secure updates and track leaves to assure the correct assignment of pay codes.

Educate employees on the requirements and proper use of leave under the Family Medical Leave Act (FMLA). Assist with reviewing requests for FMLA and draft and issue recertification requests when necessary.

Educate new employees during orientations on employee benefits, drug testing policy and time keeping management systems.

Review all completed HR forms and requests and advise employee of additional documentation needs, requesting supervisory assistance when necessary.

Conduct cyclical audits of employee absences and employees assigned with restrictions. Manage medical re-certifications as directed.

Manage case load and provide follow-up to employees. Work collaboratively with other CCSO and County departments to return employees to work as soon as feasible using TWAs, light duty assignments and/or reasonable accommodations under the ADA.

Implement the secondary employment process, both annual and intermittent. Work with employees to ensure upload of indemnification and other required documents.

Maintain HR databases and manage updates.

Process terminations, resignations, and retirements. Gather Exit information from employees and provide COBRA and other transitional information. Maintain electronic storage and tracking of Exit information.

Provide reports on activities as requested.

Complete special projects.

Participate in Departmental initiatives, including transition to new HRIS systems, databases, etc.

  Knowledge, Skills and Abilities

Good communication skills; ability to exercise diplomacy, gather information from others and make inquiries; ability to convert information and explain or describe policy and procedure to others in person, via email, or by telephone.

Ability to receive, understand, and respond to routine inquiries and information.

Ability to exercise good judgment and make sound decisions to carry out programs affecting one’s own work and the work of others in a changing work environment and in determining when problems require assistance of supervisory personnel.

Skill in the application of complex instructions, written and verbal; ability to accurately relate such instructions in full or part to other administrative staff. 

Maintain a professional appearance and attitude at all times, in accordance with CCSO and departmental guidelines.

Possess the ability to remain composed at all times for the purpose of gathering and disseminating information accurately and efficiently.

Ability to effectively present HR policy and procedure information to individuals and large groups and clearly answer employee questions.

Ability to work cooperatively with administrative, supervisory, technical, and professional personnel in the coordination or delivery of services as approved by the agency.

Good attention to detail, ability to proofread, verify, and edit complex data, transcribe and cross reference data from electronic records and paper documents.

Ability to follow-up in a thorough and timely manner relative to unresolved business.

Capable of working any shift assigned, including days, afternoons, or midnights, and capable of working holidays and weekends.

Working knowledge of labor and employment law, regulations, rules, procedures, and administration is required.

Minimum Qualifications

Bachelor’s degree from an accredited college or university with a focus in human resources, business administration, or related filed.

Minimum two (2) years of professional work experience working in human resources. Experience must be clearly shown on your resume and in your work experience.

Typing skills (25 w.p.m. with 95% accuracy) and familiarity with computer keyboards and data inputting, clearly legible handwriting, and proficiency in spelling. ** Skill testing will be administered for competency**

Advanced proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Access, Outlook, Adobe & Database software). ** Skill testing will be administered for competency**

Ability to write in a clear and concise manner ** A writing sample will be required **

Ability to multi-task in a challenging and fast-paced environment. Ability to develop and maintain good interpersonal relationships working effectively with others inside and outside the company. 

Preferred Qualifications

Experience working in a large, complex organization is preferred.

Prior exposure to law enforcement.

Previous work in a union environment.

PHR certification.

Physical Requirements

Must be able to lift up to 20 pounds.

Must be able to stand, crouch, and bend repeatedly throughout the day.

Must be able to work on a computer, including continuous typing up to 7 hours per day.
